REQUEST FOR HRA ACTION Date: 02 -19 -13 Item No: 9a Staff Approval: Agenda Section: Z � Action Item Description: Multi - family Rental Housing Licensing (HF 0113) 1.0 Requested Action The RHRA should review and discuss an outline for a Multi - Family Rental Housing Licensing program. 2.0 Background At the joint meeting with the Council on October 18, 2012, the RHRA presented an outline of a Multi- family Rental Housing Licensing program. Based upon that meeting and also the open house for rental property owners that was held on November 20th, 2012 staff has updated the attached program outline for discussion with the RHRA. The intent of the rental licensing program would be to incentivize multi - family property owners. The proposed program would cover buildings with five or more units and will require the properties to be licensed with the City. The program will require inspections of the rental properties and depending on the classification of the rental property license, participation in the Crime Free Housing program and other educational programs hosted by the City. The inspections will be conducted by third -party inspectors, with the property owners paying for the costs of inspections. RHRA, Community Development, and Police Department staff are still working on many of the details, but staff wanted to bring forward this program outline for discussion with the RHRA to give opportunity for input on the shaping of the program. 3.0 Staff Recommended Action RHRA should review the attached program outline in detail at the meeting and provide feedback to staff. If RHRA board is satisfied with this outline of a program it will be discussed at the Joint meeting with the Roseville Council on March 11, 2013.
