REQUEST FOR HRA ACTION <br />Date: 02 -19 -13 <br />Item No: 9a <br />Staff Approval: Agenda Section: <br />Z � Action <br />Item Description: Multi - family Rental Housing Licensing (HF 0113) <br />1.0 Requested Action <br />The RHRA should review and discuss an outline for a Multi - Family Rental Housing Licensing program. <br />2.0 Background <br />At the joint meeting with the Council on October 18, 2012, the RHRA presented an outline of a Multi- <br />family Rental Housing Licensing program. Based upon that meeting and also the open house for rental <br />property owners that was held on November 20th, 2012 staff has updated the attached program outline <br />for discussion with the RHRA. The intent of the rental licensing program would be to incentivize <br />multi - family property owners. The proposed program would cover buildings with five or more units and <br />will require the properties to be licensed with the City. The program will require inspections of the rental <br />properties and depending on the classification of the rental property license, participation in the Crime <br />Free Housing program and other educational programs hosted by the City. The inspections will be <br />conducted by third -party inspectors, with the property owners paying for the costs of inspections. <br />RHRA, Community Development, and Police Department staff are still working on many of the details, <br />but staff wanted to bring forward this program outline for discussion with the RHRA to give opportunity <br />for input on the shaping of the program. <br />3.0 Staff Recommended Action <br />RHRA should review the attached program outline in detail at the meeting and provide feedback to staff. <br />If RHRA board is satisfied with this outline of a program it will be discussed at the Joint meeting with <br />the Roseville Council on March 11, 2013. <br />Prepared by: Jeanne Kelsey (651- 792 -7086) Attachment A: Multi - Family Rental Licensing <br />RHRA_ Agenda (2- 19 -13) - Page 1 of 1 <br />
