At the request of Member Murphy, Mr. Thompson advi sed that their Montessori school model provided for 173 <br />K-12 th grade; and that the maximum number of childr en using the playground should not exceed twenty-174 <br />four (24). 175 <br />At the request of Member Murphy, Mr. Thompson ad vised that the students woul d not use the playground 176 <br />in the winter, but use the church’s gymnasium; advising that their m odel did not provide outdoor recess 177 <br />time during the winter, with activities planned inside versus outside. 178 <br />At the request of Member Murphy, Mr. Thomps on advised that the total student population was 179 <br />approximately 250 students, with the current student population already at that number, necessitating the 180 <br />temporary addition until a more permanent solution could be found. 181 <br />Acting Chair Cunningham closed the Public Hearing at 7:13 p.m.; thanking those who provided testimony. 182 <br />Commissioner Position Statements 183 <br />Based on the testimony of staff and their recommendation, statements by the City Engineer regarding no 184 <br />additional impact for stormwater runoff, the temporar y nature of the application and willingness of the 185 <br />applicant to work with Corpus Christi to shift play ground activity to address concerns raised in Ms. 186 <br />Merrill’s e-mail related to unsupervised students, the Montessori school model that did not normally 187 <br />provide for recess time outdoors, Member Daire spoke in support of the proposed Interim Use. Member 188 <br />Daire advised that he could not hold this project captive or support the requested approach to deny the 189 <br />application to satisfy existing drainage issues for the larger area as preferred by Mr. Eldridge. 190 <br />Member Stellmach concurred with Member Daire’s summary; and noted that the addition of the 191 <br />biofiltration system and temporary nature of the bu ilding made him willing to support the application. 192 <br />Acting Chair Cunningham advised that she had some rese rvations with the application, specifically based 193 <br />on the 6’ to 30’ requirement; she expressed hope that the applicant would continue to consult with 194 <br />neighbors to address their concerns. Since the Commissi on was asked to vote on this specific item and 195 <br />its proposed location, Acting Chair Cunningham spok e in support of the application based on staff’s 196 <br />recommendation. 197 <br />MOTION 198 <br />Member Daire moved, seconded by Member Murphy to recommend to the City Council 199 <br />APPROVAL of the INTERIM USE at 2131 Fairview Avenue; based on the comments and findings of 200 <br />Sections 4 – 6 and the recommendation of Section 7 of the staff report dated August 7, 2013. 201 <br />Ayes: 5 202 <br />Nays: 0 203 <br />Motion carried. 204 <br />Attachment E <br />Page 5 of 5
