EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City 1 <br />of Roseville, County of Ramsey, Minnesota, was held on the 19 th day of August 2013 at 6:00 2 <br />p.m. 3 <br />The following M embers were present: ______________; 4 <br />and ________ were absent . 5 <br />Council Member _________ introduced the following resolution and moved its adoption: 6 <br />RESOLUTION NO. _______ 7 <br />A RESOLUTION APPROVING A T EMPORARY CLASSROOM FACILITY AS AN 8 <br />INTERIM USE AT 2131 F AIRVIEW AVENUE (PF 13-010) 9 <br />WHEREAS, Hand In Hand Christian Montessori has applied for approval of the 10 <br />proposed t emporary classroom facility as an INTERIM USE in conjunction with Church of Corpus 11 <br />Christi , owner of the property at 2131 Fairview Avenue; and 12 <br />WHEREAS, t he Roseville Planning Commission held the public hearing regarding the 13 <br />proposed INTERIM U SE on August 7, 2013, voting 5 – 0 to recommend approval of the use based 14 <br />on testimony offered at the public hearing as well as the information and findings provided with 15 <br />the staff report prepared for said public hearing ; and 16 <br />WHEREAS, the Roseville City Council has determined that approval of the proposed 17 <br />I NTERIM U SE will not result in adverse impacts to the surrounding properties based on the 18 <br />following findings: 19 <br />a. the proposed school use is essentially the same as existing uses on site so the 20 <br />INTERIM USE would not have significant negative effects on the land; 21 <br />b. The INTERIM USE do es not constitute an excessive burden on streets, parks, or 22 <br />other facilities because the proposed temporary classroom repre sents a rather minor 23 <br />expansion of existing land uses; and 24 <br />c. The primary concerns expressed by neighboring residential property owners 25 <br />involve the potential exacerbation of existing storm water issues . W ith approval of the 26 <br />proposed INTERIM USE conditioned on continuing to work with Engineering staff in 27 <br />implementing specific storm water mitigation measures to address the storm water iss ues, 28 <br />the proposed temporary classroom structure as an INTERIM USE would not be injurious to 29 <br />the surrounding neighborhood or otherwise harm the public health, safety, and general 30 <br />welfare . 31 <br />Attachment F <br />Page 1 of 4
