Regular City Council Meeting <br /> Monday,July 22,2013 <br /> Page 15 <br /> the Preliminary Plat previously approved, with conditions as outlined in the RCA. <br /> Mr. Lloyd provided an updated Tree Preservation Plan. <br /> City Engineer Debra Bloom summarized the Public Improvement Contract; and <br /> various components addressed for the development entitled, "Millwood Court," in <br /> accordance with that contract. Specifics of the contract and areas addressing con- <br /> cerns expressed by neighbors included lowering the grade of existing ground to <br /> facilitate adjacent properties with a high capacity, low clog stormwater manage- <br /> ment structure for overland drainage to a swale and then into an infiltration sys- <br /> tem, one each on the east and west side of the plat. Ms. Bloom advised that the <br /> infiltration basins were constructed to have gravel and a pipe so water can pool <br /> and then flow to the structure underneath before draining to the tile; all designed <br /> not to exceed current runoff and for 100-year storm events. Ms. Bloom reviewed <br /> the provisions of the maintenance agreements as part of the contract for City and <br /> developer/future property owner responsibilities; with the City retaining the right <br /> to take over any maintenance no up to standards and charge the cost back to the <br /> property owner. Ms. Bloom noted that the drainage system should serve the <br /> stormwater management needs of the area while also providing an attractive entry <br /> system into the development itself. <br /> Discussion among staff and Councilmembers included confirmation that there <br /> were no stormwater catch basins in the cul-de-sac itself, but with a crown de- <br /> signed on the road there would be no water pushed out onto Millwood Avenue, <br /> with a curve intended to facilitate coming off the curb line; confirmation of <br /> maintenance agreements for each lot that would follow the property and hold fu- <br /> ture property owners accountable as well and becoming part of the title to the <br /> property; and a review by staff of the drainage function and various maintenance <br /> components. <br /> Councilmember Willmus questioned whether it would be more prudent to spread <br /> the costs of the maintenance of the storm drainage system on the two outlots to all <br /> six (6) lots as they all benefited from that system. Ms. Bloom deferred that ques- <br /> tion to the developer. <br /> Mr. Lloyd sought City Council preference for naming the street, noting that the <br /> City's building official suggested Milton as there was a north/south street in an- <br /> other area of the City roughly lining up with this street. Mr. Lloyd advised that <br /> the developer did not have a preference at this time, with no one else having a <br /> great interest in the street name; but suggested by the building official as "Milton <br /> Court." <br /> Discussion ensued regarding the ease for emergency services personnel to weigh <br /> in on the name, with Mr. Lloyd advising that they had been part of the discussion <br /> at the Design Review Committee (DRC) level and had expressed no concerns. <br />
