Regular City Council Meeting <br /> Monday,July 22,2013 <br /> Page 34 <br /> Resources staff, the new budget process, levy limit considerations and other is- <br /> sues, Councilmember Laliberte questioned if the City Council yet knows what it <br /> wants, and therefore she was not comfortable spending money now to move for- <br /> ward with a search that being done because it was expected or the issue was being <br /> forced. Councilmember Laliberte advised that it was also her intent to ask that <br /> this be deferred to allow staff to get through the end of the year. Councilmember <br /> Laliberte noted that, if the process were continued at this time, a new City Man- <br /> ager would not be hired or in place until year end, while the City Council would <br /> still have things it wanted implemented immediately around City Hall with a new <br /> City Manager needing time to get acclimated and pushing those initiatives further <br /> out rather than allowing them to be started now. <br /> Councilmember McGehee concurred with Councilmembers Willmus and Laliber- <br /> te; opining that the City was not ready to proceed at this time; and as pointed out <br /> by Councilmember Laliberte, the City Council knew more what it didn't want ra- <br /> ther than what it did want, and until those items were identified, it was premature <br /> to move forward. Councilmember McGehee agreed with the potential loss of an <br /> entire year before any significant changes could be implemented. <br /> If the Search was to be delayed, Councilmember Etten noted the need for the City <br /> Council to have a six month review process in place for Interim City Manager <br /> Trudgeon to determine whether or not to open up the search process; and asked <br /> that the body solidify a timeframe to accomplish that review by January 1, 2014. <br /> Councilmember Willmus proposed that the body refrain from further discussion <br /> on the Search until after January 1, 2014; with discussion opened up at that time. <br /> Councilmember Laliberte concurred with Councilmember Willmus; that until that <br /> time, no specific plan or order be developed, allowing staff and Councilmembers <br /> to get through the remainder of the year and have the luxury of controlling the <br /> search timeframe versus it controlling them. Councilmember Laliberte opined <br /> that she had no qualms about the amended Springsted contract or the company it- <br /> self; and if the City Council decided to move forward with a search in January of <br /> 2014, she would be more than comfortable going back to this firm to avoid re- <br /> peating the RFP process, if a decision was made to do so at that time. <br /> In terms of knowing what the City Council didn't want, Mayor Roe questioned if <br /> that was true, opining that individual Councilmembers may know, but questioned <br /> whether those issues had been synthesized. Mayor Roe opined that one aspect of <br /> working with a third party consultant was accomplishing that synthesis; and <br /> questioned if the City Council would be amenable in working with a consultant <br /> on that aspect of the process, or if there were other mitigating factors yet unre- <br /> solved. <br />
