Regular City Council Meeting <br /> Monday,July 22,2013 <br /> Page 35 <br /> Councilmember McGehee stated that she was not opposed to considering some <br /> type of facilitation apart from the City Manager Search where the group could de- <br /> termine what it envisioned, and to create a vision process working together going <br /> forward. <br /> Mayor Roe questioned if it was the consensus to put everything, including that <br /> third party facilitation, on hold until after January 1, 2014, or if that part of the <br /> process was preferred between now and the first of the year. <br /> Councilmember Laliberte advised that she differed with Councilmember <br /> Willmus' viewpoint to set everything aside; and would prefer to flesh things out <br /> in the next few months to determine what the body wanted from the Interim City <br /> Manager, as what had been enacted in the meantime so when the opportunity for <br /> review of Mr. Trudgeon became available, there were specific points for review. <br /> Councilmember Laliberte opined that this would provide direction for Mr. Trudg- <br /> eon as well as the body; and further opined that the issue could not just be ignored <br /> for the next six months. <br /> Mayor Roe suggested that the expectations of the Interim City Manager over the <br /> next six months should be addressed before month five; and determining what the <br /> body wanted moving forward. If this change in timeframe was approved as pro- <br /> posed,Mayor Roe asked Mr. Trudgeon what impact it would have on him. <br /> While unable to fully answer at this point, Mr. Trudgeon advised that it was not <br /> just the impacts on him personally, but more so for the Community Development <br /> Department. Mr. Trudgeon opined that the department could operate in the inter- <br /> im, but it another six months was proposed before a decision point, and without <br /> someone else on board for another year, he expressed the need for more guidance <br /> for the Community Development Department. Mr. Trudgeon advised that one <br /> concern, if the timeframe was extended would be how and when to advance on <br /> key issues in the Community Development Department beyond the current status <br /> quo being kept in the interim. Mr. Trudgeon advised that he would need to con- <br /> sider those impacts to the Community Development Department before comment- <br /> ing in more detail. <br /> Mayor Roe noted that, in 2007 during a transition, a Director for the Community <br /> Development Department was hired on a contractual basis; and asked Mr. Trudg- <br /> eon if that was in the realm of possibility at this time. <br /> Mr. Trudgeon responded that everything was on the table. <br /> Mayor Roe suggested further discussion at a future meeting regarding this devel- <br /> opment. <br />
