Approve Zoning Text Changes to Section 1004.02 (Residential Accessory <br /> Buildings) regarding Design Requirements and Performance Standards <br /> City Planner Thomas Paschke briefly summarized the Request for Text Amend- <br /> ments regarding design requirements and performance standards specific, as de- <br /> tailed in the RCA dated August 12, 2013. <br /> At the request of Mayor Roe regarding any predated height restrictions that could <br /> be impacted with this revised language, Mr. Paschke confirmed that any applica- <br /> tions since the mid-1990's when this issue came to the attention of the City Coun- <br /> cil and revisions were made, would continue as legal, non-conforming uses; with <br /> no other proposals requiring special attention. <br /> Laliberte moved, Etten seconded, enactment of Ordinance No. _1450 (Attach- <br /> ment B) entitled, "An Ordinance Amending Selected Text of Title 10 "Zoning <br /> Ordinance"of Roseville City Code;"for a Text Change to Table 1004-1. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> c. Approve Zoning Text Changes to Multiple Sections of City Code to Revise <br /> how Outdoor Storage is Defined and Regulated, and where Outdoor Storage <br /> is Allowed <br /> City Planner Thomas Paschke briefly summarized the Request for Text Amend- <br /> ments related to outdoor storage definitions and regulations when allowed, as de- <br /> tailed in the RCA dated August 12, 2013. <br /> Mr. Paschke reviewed additional revisions made by staff following initial presen- <br /> tation to the City Council on July 8, 2013; with the City Council's suggested <br /> modifications and clarifications made. Those specific revisions included deleting <br /> "permanent storage, now worded simply as "storage;"allowance for exemption of <br /> snow removal equipment during winter months without violation of outdoor stor- <br /> age requirements; and saleable good references to include lumber stored outside. <br /> Mr. Paschke clarified that these revisions were intended for Industrial and Office <br /> Park Zoning District application. <br /> Councilmember McGehee noted a spelling error on page 1, line 14. In her review <br /> of the sample pictures provided by staff of types or screening related to opacity, <br /> Councilmember McGehee also questioned how and where the 95% opacity was <br /> defined; seeking additional explanation. Councilmember McGehee further ques- <br /> tioned why outdoor storage of loose materials was not permitted other than as a <br /> Conditional Use in Office or Business Park Districts.
