Regular City Council Meeting <br /> Monday,August 12,2013 <br /> Page 13 <br /> In reference to Councilmember McGehee's earlier question Mayor Roe ques- <br /> tioned staffs rationale for striking the word "storage" from Section F.c (page 4, <br /> line 87 of Attachment B). <br /> Councilmember Etten noted, with concurrence by Mayor Roe and Mr. Paschke <br /> after further discussion that "storage" was struck from the entire section, as it was <br /> covered by new provisions. <br /> Councilmember Etten questioned the time allocation and allowances for vehicles <br /> under repair(page 2, Table 1005-1 of Attachment B) and whether this would neg- <br /> atively impact service stations in Neighborhood Business Districts if a vehicle <br /> was on site waiting for parts and subsequent repair. <br /> While Mr. Paschke noted that it could potentially impact those types of uses, he <br /> advised that vehicles at service stations would be considered "under repair" ver- <br /> sus "inoperable." Mr. Paschke advised that staff had been forced to enforce is- <br /> sues at some service stations, and continued to periodically monitor those uses; <br /> compliance was determined by whether or not a vehicle was kept on site for stor- <br /> age versus repair, usually an obvious distinction. <br /> Councilmember Etten opined that his intent was to ensure that this language <br /> didn't create issues for the normal operations at service stations; but was confi- <br /> dent of staff's interpretation of"temporary" versus "permanent" through applica- <br /> tion of the seventy-two (72) hour statement. <br /> At the request of Councilmember Laliberte regarding page 3, line _ under Sec- <br /> tion 1009.02 Conditional Uses, new item 32 (Attachment B) specific to Pawn <br /> Shops, Mayor Roe clarified that they were called out as a separate item from other <br /> retail operations due to the additional standards that applied to them as Condition- <br /> al Uses in certain zoning districts; further noting that the City currently had a limit <br /> of one(1) allowed in Roseville. <br /> Mr. Paschke concurred with Mayor Roe's explanation, noting that specific stand- <br /> ards applied as a Conditional Use in other portions of City Code. <br /> Mayor Roe asked for Council consensus on the issue of loose materials as outdoor <br /> storage in Office/Business Park Districts as suggested by Councilmember McGe- <br /> hee. <br /> Councilmember Willmus stated that he saw the value of a Conditional Use <br /> providing some flexibility; however, he was torn by which direction to go. Coun- <br /> cilmember Willmus advised that he didn't see the need to specifically call out <br /> loose materials and say they were not permitted, as sometimes during the winter, <br /> a business in the Office/Business Park may have stockpiles of sand or ice control <br /> materials for their parking lot.
