Regular City Council Meeting <br /> Monday, August 12, 2013 <br /> Page 21 <br /> While Rosefest provided an important way to showcase the broader community, <br /> Councilmember Etten also expressed interest in working throughout the year at <br /> the school district providing a broad spectrum of review for all forums. Coun- <br /> cilmember Etten referenced a similar program done throughout the year at Iron- <br /> dale School where he worked, and suggested considering such an effort in Rose- <br /> ville. <br /> Youth Commissioner Dao noted that most elementary schools in the area provid- <br /> ed such opportunities, such as the Festival of Nations at Brimhall. <br /> Councilmember Etten also suggested expanding on and incorporating music and <br /> dance as part of the cultural festival. <br /> Specific to the concept of a stand-along Civic Engagement Commission, Coun- <br /> cilmember Etten stated that he supported that as an active part of the community. <br /> However, Councilmember Etten noted that the catch was that his interpretation of <br /> such a Commission would take over most of the HRC's proposed work plan. <br /> Therefore, Councilmember Etten questioned if that commission should replace <br /> the HRC, or if the HRC should be reconfigured in the future. In his personal re- <br /> view of the work plan, Councilmember Etten opined six (6) of the nine (9) items <br /> could be tasked to a Civic Engagement Commission through other departments or <br /> commissions in the City. Councilmember Etten advised that he could support <br /> that, and replace the HRC work plan, as part of the reconfiguration and refocus of <br /> as part of the Subcommittee's work. Councilmember Etten admitted that this <br /> would require the City Council and HRC to step back and adjust, with perhaps the <br /> HRC meeting less frequently as a Civic Engagement Commission expanded. <br /> As part of that reconfiguration, Chair Grefenberg expressed his personal opinion <br /> that additional consideration was needed to determine if each commission should <br /> have the same, less or more members based on their tasks. <br /> Specific to Culture Fest, Chair Grefenberg noted that there remained $850 form <br /> the original $2,000 budget due to receipt of the grant, and suggested that if this <br /> money were carried over to the next year, it would allow the HRC more flexibility <br /> for Culture Fest. <br /> Mayor Roe clarified that any unspent balances were placed into General Fund re- <br /> serves and available for subsequent years; however, he noted that those funds <br /> were allocated based on priorities. <br /> With Chair Grefenberg noting that the HRC had unexpended funds for the last <br /> three (3) years, Mayor Roe responded that this was a financial discussion beyond <br /> the focus of discussion items for tonight's joint meeting. <br />
