Regular City Council Meeting <br /> Monday,August 12,2013 <br /> Page 7 <br /> At the request of Mayor Roe, Acting City Manager Miller briefly reviewed this <br /> request as detailed in the RCA dated August 12, 2013. <br /> Based on his previous discussions held earlier today with Finance Director Miller <br /> regarding whether or not the City of Roseville was breaking even with these <br /> agreements, Councilmember Willmus suggested a City Council policy discussion <br /> in the future to consider application of a multiplier for such contracts and Joint <br /> Powers Agreements. Councilmember Willmus expressed his concern over the <br /> timing of this agreement prior to holding those policy discussions to change the <br /> structure of such agreements; noting that if action is taken tonight, the City would <br /> be unable to revise contract terms for this agreement until August of 2014. <br /> Mr. Miller, speaking in general for all current agreements, advised that the staff of <br /> each respective city in the coalition met periodically to discuss administrative is- <br /> sues and cost allocations for the upcoming year. Mr. Miller advised that those <br /> discussions were currently being held at this time as each city was preparing their <br /> 2014 budgets, incorporating those cost allocation formulas accordingly. Mr. Mil- <br /> ler advised that those discussions were well along for 2014; not to say that a cost- <br /> share model more beneficial to the City of Roseville couldn't yet be enacted if the <br /> City Council chose to do so; however, he suggested that the City retain this <br /> timeframe; and if future discussion warranted a revision, it be enacted in future <br /> years, allowing those cities to adjust their budgets at that time. <br /> At the request of Councilmember Willmus, Mr. Miller advised that there was only <br /> one other small agreement currently under discussion, similar in size to these <br /> agreements; but noted that he didn't anticipate action yet this year, since discus- <br /> sions had been going on for over a year with no commitment at this time. <br /> Councilmember Willmus stated that he felt strongly that a multiplier should be <br /> put in place to ensure that the City of Roseville's expenses are covered. <br /> Councilmember McGehee concurred with Councilmember Willmus; while recog- <br /> nizing that it was late in the year to change contracts at this time; and also noting <br /> that this particular agreement before the City Council tonight was quite small. <br /> Councilmember McGehee supported a policy discussion, while balancing that <br /> with the need for the City to remain competitive in seeking additional revenue and <br /> staff resources for the City. Therefore, Councilmember McGehee stated that she <br /> did not feel the urgency to have the policy discussion prior to this requested ac- <br /> tion; opining that additional consideration of the marketplace needed to be incor- <br /> porated into a discussion prior to considering raising fees, and negating the effec- <br /> tiveness of these agreements and sharing for all cities. <br /> Councilmember Laliberte asked Mr. Miller on what a more desirable timeframe <br /> would be for that policy discussion on the JPA's, if it would be appropriate to <br /> hold it before next April. <br />
