<br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
<br />Roseville, County of Ramsey, Minnesota was duly held on the 22nd day of May, 2000 at
<br />6:30 p.m.
<br />
<br />The following members were present: Mastel, Maschka, Wiski, Goedeke and Kysylyczyn
<br />and the following were absent: None
<br />
<br />Member Kysylyczyn introduced the following resolution and moved its adoption:

<br />RESOLUTION 9771
<br />AUTHORIZING THE ROSEVILLE POLICE DEPARTMENT TO PARTNER
<br />WITH THE RAMSEY COUNTY MANAGER'S OFFICE AND THE ST. PAUURAMSEY COUNTY
<br />DEPARTMENT OF PUBLIC HEALTH TO BUILD AND TO DEVELOP A PUBLICITY CAMPAIGN
<br />TO EXPAND THE SAFE GUN STORAGE CAMPAIGN THROUGHOUT THE COMMUNITY OF
<br />ROSEVILLE.
<br />
<br />WHEREAS, Approximately 1,500 children each year are rushed to hospital emergency rooms
<br />with accidental gun injuries; and
<br />
<br />WHEREAS, Nearly 40,000 people are killed and more than 100,000 injured with firearms
<br />annually in the United States; and
<br />
<br />WHEREAS, Every day in America, sixteen children, age 10 and under, are killed in gun
<br />homicides, suicides, and unintentional shootings; and
<br />
<br />WHEREAS, Hospital and emergency rooms treat four children for gunshot wounds for every
<br />child killed by gunfire; and
<br />
<br />WHEREAS, The Center for Disease Control and Prevention asserts that the cost per person of
<br />firearms fatalities are the highest of any injury related death; and
<br />
<br />WHEREAS, Guns are present in 51 % of Minnesota households, with an average of four guns
<br />for each of these households; and
<br />
<br />WHEREAS, 53% of gun owners surveyed did not lock up their guns; and
<br />
<br />WHEREAS, Gun owners in Minnesota report their primary usage as hunting (75%), other
<br />recreation (14%), other (8%), and self-defense (3%); and
<br />
<br />WHEREAS, Gun locks, also known as child safety locks, act to prevent injury and death
<br />because they prevent a gun from being fired; and
<br />
<br />WHEREAS, United States' gun manufacturers: Smith & Wesson, Strum, Ruger and Co.,
<br />Glock, Beretta, Taurus Firearms, Heckler and Kock, H & $ 1871, SigArms, and
<br />a.F. Mossberg and Sons, have recently begun to include trigger locks with their
<br />new guns, representing 80% of new handgun sales; and
<br />
<br />WHEREAS, New gun sales account for slightly more than one third of the guns acquired by
<br />Minnesota residents, with the remainder being obtained as gifts, inheritance,
<br />private sale, and gun shows, all of which do not require that a trigger lock or other
<br />safety device be included; and
