Approval of Minutes of the August 6, 2013 Meeting <br />Enclosed is a copy of the minutes of August 6, 2013. Please be prepared to approve or amend. <br />Requested Commission Action: Approve/amend meeting minutes of August 6, 2013. <br />4. Cottonwood Holdings, LLC, Park Dedication Review and Recommendation <br />Included in your packet is a proposed preliminary plat application for the Cottonwood Holdings, <br />LLC. Specifically for McCarrons Pond: Outlet A and 180, 182, 184, 186 and 188 Elmer Street. <br />Prior to the City having a Park Dedication Ordinance, the parcel was originally platted as a part of <br />a PUD (Planned Unit Development) for 1 single family home and 4 twin homes which were never <br />built. The current proposal is for 5 single family homes that requires a replatting. Park Dedication <br />fees were not previously paid on any of the lots. <br />This project is to reconfigure the 5 lots as depicted in the enclosed drawing. The site is <br />approximately 1.4 acres and is currently raw land. They would like to covert the site to 5 single <br />family lots. A copy of the proposed subdivision is attached. As you will notice the site is small with <br />a pond in the rear of the site. <br />The role of the Commission is to discuss and make a recommendation from a Park Dedication <br />perspective, specifically recommending either land or cash in lieu. The Park Dedication Ordinance <br />is in your packet. <br />Cottonwood Holdings is seeking to replat the 1.4 acre parcel into five single family residential lots. <br />Because units were never built, park dedication was never paid so the cash amount would be for <br />5 units x$3500 =$17,500 vs. the land amount would be 10% of 1.4 acres =.14 acre. <br />Cottonwood Holdings has indicated that in order to make this work with the site being so small <br />and a pond in the rear, they would most likely need to consider cash in lieu of the land dedication. <br />This area is located in constellation N in the SE Sector. There are no specific plans for a park <br />parcel of this size in this area. For reference and guidance, included in your packet is specific <br />information from the Master Plan including the: constellation map and the goals and policies <br />related to Parks and Open Space Acquisition. <br />Requested Commission Action: To discuss and make a recommendation to the City Council to <br />accept land or cash to satisfy the Park Dedication requirement, and the amount anticipated. <br />
