Mayor Roe referenced <br /> Councilmember McGehee's comments that, if we desire to be average, our striv- <br /> ing to be average should not overburden taxpayers. <br /> Roll Call <br /> Ayes: McGehee and Roe. <br /> Nays: Laliberte, Willmus and Etten. <br /> Motion failed. <br /> Etten moved, Willmus seconded, to TABLE indefinitely consideration of a Com- <br /> pensation Policy until more information from other peer cities becomes available <br /> through staff to enable formulation of a policy. <br /> Roll Call <br /> Ayes: Laliberte; Willmus; Etten; and Roe. <br /> Nays: None. <br /> Abstention: McGehee <br /> Motion carried. <br /> Discussion ensued among Councilmembers and staff, including timeliness of em- <br /> ployee reviews by managers compared to implementation of step increases for <br /> employees; clarification by Finance Director Miller that pay increases were not <br /> being authorized prior to employee reviews and discussions; differences in the <br /> annual review performed by the Police Department that may not be on an of- <br /> ficer's employment anniversary; and the internal issue of department managers <br /> getting the paperwork processed for review and recording by the Human Re- <br /> sources Manager. <br /> 14. Business Items—Presentations/Discussions <br /> a. Discuss Interim City Manager Goals <br /> Councilmember McGehee expressed her personal goals for: completion of the re- <br /> cycling contract and website development. <br /> Rather than having specific goals and based on his perspective as a Department <br /> Head and as Interim City Manager, Councilmember McGehee spoke in support of <br /> having Mr. Trudgeon provide over the next few months a clear and concise doc- <br /> ument specifically outlining his personal observations and subsequent recommen- <br /> dations to improve efficiencies or processes of the organization overall. Personal- <br /> ly, Councilmember McGehee opined that she would like to see something ad- <br /> dressing the current silo structure, and provide more centralization (e.g. purchas- <br /> ing) and to provide for a more unified look for city-wide communications. <br />
