<br />EXTRACT OF MINUTES OF A MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF ROSEVILLE, <br />RAMSEY COUNTY, STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the <br />City of Roseville, County of Ramsey, State of Minnesota, was duly held in the City <br />Hall at 2660 Civic Center Drive, Roseville, Minnesota, on June 27, 2000. <br /> <br />The following members were present: Goedeke, Wiski, Mastel, Maschka, Kysylyczyn <br />and the following members were absent: None <br /> <br />Member Mastel introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9784 <br />A RESOLUTION AUTHORIZING CITY MANAGER TO EXECUTE <br />DOCUMENTS REGARDING ACCEPTANCE AND ADMINISTRATION OF <br />THE US ENVIRONMENTAL PROTECTION AGENCY BROWNFIELD <br />CLEANUP REVOLVING LOAN FUND <br /> <br />WHEREAS, the City of Roseville, has approved a redevelopment plan for the <br />Twin Lakes Business Park which is included as part of the economic and redevelopment <br />section of the Comprehensive Plan amended and adopted in December, 1998; and <br /> <br />WHEREAS, a renewed master plan will be completed in 2000 to include <br />specific land reuse strategies and to encourage the private and public clean up of <br />environmental contamination needed to implement the strategy; and <br /> <br />WHEREAS, the City is the process of conducting Phase II environmental testing <br />and will be developing remediation plans in conjunction with the EP A Brownfield <br />Demonstration Pilot for Twin Lakes Parkway within the Twin Lakes Redevelopment <br />Area; and <br /> <br />WHEREAS, on May 18,2000 the City was awarded a $500,000 grant from the <br />US EPA's Brownfield Cleanup Revolving Loan Fund to provide loans for the clean up <br />of contamination in the Twin Lakes Redevelopment Area; and <br /> <br />WHEREAS, a work plan and cooperative agreement forms must be completed <br />and signed by the City of Roseville by July 14, 2000 to receive the grant funds by <br />September 30,2000; and <br /> <br />WHEREAS, the City of Roseville has the institutional, managerial and financial <br />capabilities to ensure adequate project administration of the funds and will establish a <br />loan committee to develop criteria and review loans issued with the funds. <br />
