Regular City Council Meeting <br /> Monday, September 9,2013 <br /> Page 27 <br /> Mayor Roe sought consensus of the body on what CPI basis to use for 2014, or <br /> the preference was to implement it earlier than 2014. <br /> At the request of Councilmember Etten, Mr. Trudgeon confirmed that if imple- <br /> mented immediately, cash reserves would be utilized to do so. <br /> At the request of Councilmember McGehee, Councilmember Etten clarified that <br /> the gap for the "Moderately Competitive" option was at 3.26%. <br /> Councilmember Willmus opined that, when looking at the full ten (10) years, per- <br /> centages needed to be used, which he interpreted at 2.6% behind if implemented <br /> versus the 5.26% creating a scenario ahead of where it was needed to be. Coun- <br /> cilmember Willmus cautioned how things were applied. <br /> Councilmember Etten noted that the 3.26%would bring the City back into the ex- <br /> pected CPI in 2013, if immediate movement were made in that direction, with the <br /> additional 2%putting the City back in the marketplace. <br /> At the request of Mayor Roe, Councilmember Etten spoke in support of immedi- <br /> ate implementation and a policy going forward. <br /> With concurrence by City Attorney Mark Gaughan, Mayor Roe suggested taking <br /> the actions in separate steps. <br /> Policy Going Forward <br /> Etten moved, McGehee seconded, basing the employee compensation policy on <br /> the CPI with an annual review; and directing staff to bring a written policy for- <br /> ward to the City Council for review and future adoption. <br /> After further discussion, Councilmember Willmus opined that the City Council <br /> didn't need to draft a policy on the fly, but simply needed to commit whether or <br /> not that was the direction they wanted to go; and then provide clear direction to <br /> staff as to whether compensation should be adjusted immediately in 2013 or mov- <br /> ing forward in 2014. <br /> At the request of Councilmember Laliberte, Mayor Roe confirmed that this elimi- <br /> nated his previous draft policy in its entirety. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten: and Roe. <br /> Nays: None. <br /> Compensation Plan <br /> McGehee moved, Willmus seconded, to accept the "Moderately Competitive <br /> Plan" as detailed in lines 113 — 117 of the RCA; providing implementation of a <br />
