Regular City Council Meeting <br /> Monday, September 16,2013 <br /> Page 9 <br /> Mayor Roe clarified that the requested action was similar to other projects, au- <br /> thorizing plans and specifications for an RFP to go out for bid; with the City <br /> Council still involved in the process and controlling final approval. <br /> Councilmember McGehee expressed her discomfort with not having an additional <br /> step with such large expenditures and projects. <br /> Councilmember Laliberte suggested an update on next week's meeting agenda, <br /> yet allowing staff to meet deadlines. <br /> Mayor Roe opined that this seemed to be a reasonable request; with Interim City <br /> Manager Trudgeon duly noting the request. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> c. Adopt Interim City Manager Goals <br /> A suggested alternate received from Councilmember McGehee entitled "Interim <br /> City Manager Goals for 2013"was distributed as a bench handout out, <br /> At the request of Mayor Roe, the Subcommittee of Councilmembers Willmus and <br /> Etten provided a brief summary of their draft of Interim City Manager Goals for <br /> 2013 (Attachment A), seeking further discussion by the body. Councilmember <br /> Willmus recognized the submission by Councilmember McGehee with a different <br /> organization of those goals. <br /> Under Section A of Attachment A, Mayor Roe questioned "Creating a volunteer <br /> management position as part of the 2014 budget process," and whether there had <br /> been City Council consensus of that as an actual goal. <br /> Councilmember Laliberte sought additional clarification from the subcommittee <br /> in her recollection of a position either for parks or for the entire City. Coun- <br /> cilmember Laliberte questioned the ability to measure that goal unless clearly ini- <br /> tiated. <br /> Councilmember Willmus reported that the subcommittee was aware of the discus- <br /> sion regarding a budget allocation going forward; and opined that initially it was <br /> needed in the parks area, which would ultimately have city-wide impacts. Coun- <br /> cilmember Willmus recognized that volunteers were needed in other areas as well, <br /> and suggested additional discussion on whether or not that should be a goal as <br /> well. From his personal perspective, Councilmember Willmus opined that such a <br /> position would be of great benefit and of significant value for the community, <br /> Mayor Roe stated that he continued to be unclear as to whether there had been a <br /> consensus for this goal. <br />
