Determine Whether to Accept Purchase Agreement to Purchase from Rose- <br /> ville Twin Lakes,LLC Real Property Located in Roseville,MN <br /> Mayor Roe briefly summarized this request as detailed in the Request for Council <br /> Action (RCA) dated September 23, 2013, and included as part of discussion by <br /> the City Council during Closed Executive Session earlier this evening. Mayor <br /> Roe advised that a Purchase Agreement had been presented to the City Council <br /> for their consideration during those discussions, and was now being considered <br /> for potential action. <br /> Interim City Manager Trudgeon briefly reviewed the Purchase Agreement, and <br /> negotiated purchase price by the City of$243,000; advising that staff was seeking <br /> approval by the City Council of the Purchase Agreement to proceed with and fa- <br /> cilitate the sale and City acquisition of the property. <br /> McGehee moved, Willmus seconded, acceptance of the offer of Roseville Twin <br /> Lakes, LLC to sell the property located at 1984 County Road C-2 to the City of <br /> Roseville; authorizing the Mayor and City Manager to execute a Purchase <br /> Agreement setting forth the terms and conditions of the sale at a negotiated price <br /> of$243,000; and to authorize and direct the City Manager to take such actions <br /> and execute such documents as are necessary to close on the purchase of the <br /> property pursuant to the Purchase Agreement. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte: and Roe. <br /> Nays: None. <br /> b. Perform an Abatement for Unresolved Violations of City Code at 1863 <br /> Fernwood Street <br /> Permit Coordinator Don Munson reviewed violations at this vacant, single-family <br /> detached home, located at 1863 Fernwood Street; having gone into foreclosure <br /> with the current owner identified as Federal National Mortgage Association in <br /> Dallas, TX. Mr. Munson advised that a notice of tonight's meeting and proposed <br /> action was provided to the bank,with no response received to-date. <br /> Mr. Munson provided an update, including pictures, of current violations, includ- <br /> ing junk, debris, and garbage in the yard (violation of City Code, Section <br /> 407.03.H), and dangers attractive to (violation of City Code, Section 407.03.J). <br /> Mr. Munson estimated that total abatement cost for removal of junk, debris and <br /> garbage would be approximately$1,000.00. <br /> McGehee moved, Willmus seconded, authorization to the Community Develop- <br /> ment staff to abate the public nuisance violations at 1863 Fernwood Street by hir- <br /> ing general contractors to remove junk, debris, and garbage in the yard, at an es- <br /> timated cost of$1,000.00; with actual abatement and administrative costs billed to <br />
