Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 22, 2013 Item No: 5 <br />Item Description: Discuss Proposed 2014 Utility Rates and Senior Discount Program <br />Background: <br />Chris Miller, Finance Director has completed preliminary analysis for proposed utility rates for <br />2014. The utility rate proposal will be presented to the City Council in November for <br />consideration and approval. As the utility areas are enterprise funds they are restricted to funding <br />the purposes of the respective utility. Utility rates are set at a level to sustain the operations and <br />capital needs of the individual utility. The Finance Director has provided a memo outlining the <br />proposed 2014 rates with background and analysis supporting the proposed rates. <br />Also attached are memos regarding conservation rates and the Senior Discount Program. The <br />Commission proposed a three tier conservation rate structure to the City Council in 2012. The <br />City Council after some discussion of creating a single consumption rate citywide left the 2 tier <br />structure in place. Staff proposes to continue the 2 tier structure for 2014. Staff would like the <br />Commission to discuss the Senior Discount Program and make a recommendation to the City <br />Council whether any changes to the program should be considered. <br />Recommended Action: <br />Discuss proposed rates, rate structure, and senior discount program.
