Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 22, 2013 Item No: 6 <br />Item Description: Pathway Master Plan Build- out Discussion <br />Background: <br />The City's Pathway Master Plan was first developed in 1975 and has been updated a number of times in <br />the last 38 years. The most recent update was in 2008. This plan is the result of input from a City <br />Council appointed volunteer advisory committee that worked with staff to develop a comprehensive <br />vision for non - motorized transportation needs throughout the City. The advisory committee was made up <br />of fourteen Roseville residents and three staff members. <br />A citizen survey conducted as a part of the Parks Master Planning Process indicates that the residents of <br />Roseville rank pathways, sidewalks and trails as a high priority in the community and are interested in <br />pursuing the expansion of the system focusing on creating improved linkages and connections. <br />One of the 2013 joint City Council and PWETC goals is to develop a Pathway Master Plan Build -out <br />Plan for the list of priority pathway segments included in the 2008 plan. They have asked that the Public <br />Works Commission review the plan and make recommendations. <br />To achieve this goal, the Commission has discussed the build -out plan at their April, June, July, August, <br />and September meetings. <br />The Commission decided to re rank the pathway segments for the September meeting due to differences <br />in ranking methodology. The Commission was asked to rank the segments with a score from 1 -5 with one <br />being the highest priority, and 5 being the lowest. The member's rankings were compiled and averaged to <br />create a prioritized list of pathway segments. The rankings were discussed at the September meeting and <br />the Commission requested a revised table with reflecting the Commission's discussion be brought back <br />for a final discussion at the October meeting. <br />The Commission's priority ranking table is attached.
