DRAFT Regular City Council Meeting <br /> Monday, October 21,2013 <br /> Page 21 <br /> Councilmember Laliberte noted the need to talk about cost implications associat- <br /> ed with this ordinance and the apparent potential for at least three additional hires <br /> in some form or another as addressed on Attachment C. <br /> Ms. Kelsey clarified that the Neighborhood Enhancement Program (NEP) was <br /> performed on a seasonal basis for six months and funded by the HRA. However, <br /> Ms. Kelsey advised that the intention for next year was not to have that position <br /> and allot funds to this position to gauge A, B, C, and D property ratios. At that <br /> time, Ms. Kelsey advised that it would be determined if another seasonal employ- <br /> ee was needed, or if the two positions could be melded into one position under the <br /> NEP umbrella. Ms. Kelsey advised that, at this point, there had been no determi- <br /> nation other than that the seasonal NEP would not be done next year. <br /> At the request of Councilmember Etten, Ms. Kelsey addressed the Minnesota <br /> Crime-Free Multi-Housing Program and decision-making process with the Police <br /> Department. Ms. Kelsey advised that instead of putting that program together for <br /> Roseville at this time, and three different phases making it a requirement in the <br /> ordinance, that specific license type (Class C and potentially Class D) would be <br /> required to sign a Memorandum of Understanding (MOU) detailing their com- <br /> mitment/engagement and educational outreach, since those two categories are the <br /> most problematic, and would then allow focus on helping them get out of that cat- <br /> egory if crime activity is a prime problem for them. <br /> Councilmember Etten and Mayor Roe spoke in support of a more targeted ap- <br /> proach and not expending resources unnecessarily. <br /> Mayor Roe opened the public hearing at approximately 7:56 p.m. for the purpose <br /> of hearing public comment on proposed Multi-Family Rental License Chapter <br /> 908. <br /> Public Comment <br /> Lisa Peilen, MN Multi Family Housing Association, 1600 W 82nd Street, <br /> Bloomington, MN <br /> Ms. Peilen noted the shared goals of members of the Association and the City to <br /> ensure quality rental housing to meet the needs of the community without becom- <br /> ing overly cumbersome for property owners of those types of properties. While <br /> the Association almost never supported any new local regulations due to over- <br /> regulation, Ms. Peilen advised that the Association did not oppose this. Ms. <br /> Peilen thanked the entire Roseville HRA for the time they spent in receiving pub- <br /> lic testimony; and Mr. Trudgeon and Ms. Kelsey for being receptive and respon- <br /> sive to the Association and its members in addressing their concerns and sugges- <br /> tions. Ms. Peilen opined that the draft ordinance, as proposed, met the needs of <br /> all parties; and thanked the City Council for their receptiveness. <br /> Mayor Roe thanked Ms. Peilen for her participation and invaluable input through- <br /> out the process of developing the proposed ordinance. <br />
