DRAFT Regular City Council Meeting <br /> Monday, October 21, 2013 <br /> Page 22 <br /> With no one else coming forward to speak, Mayor Roe closed the public hearing <br /> at approximately 7:58 p.m. <br /> McGehee moved, Etten seconded, enactment of Ordinance No. 1456 (Attachment <br /> A) entitled, "An Ordinance Amending Title 9, to Add Chapter 908 to Regulate <br /> Rental Licensing for Multi-Family Rental Dwelling Units;" with amendments as <br /> noted by Ms. Kelsey to Section 908.04 "Licensing Term,"page 5, Letter B (line <br /> 199) specific to type C or D licenses qualifying based on public testimony at the <br /> last reading; and Section 908.07 "Licensing "Suspensions, Revocation, Denial, <br /> and Non-Renewal,"Letter C.5 (line 254). <br /> Councilmember McGehee thanked all involved for their work in bringing this <br /> forward. <br /> Councilmember Willmus spoke in support of the motion, and opined that the or- <br /> dinance would be beneficial for the City going forward, and thanked Ms. Peilen <br /> for her contributions to the end result and helping the HRA understand implemen- <br /> tation and impact issues,resulting in a stronger tool for the City of Roseville. <br /> Roll Call <br /> Ayes: Laliberte; McGehee; Willmus; Etten; and Roe. <br /> Nays: None. <br /> Etten moved, Willmus seconded, enactment of Ordinance Summary No. 1456 <br /> (Attachment B) entitled, "An Ordinance Summary Adding Chapter 908: Rental <br /> Licensing for Multi-Family Rental Properties of 5 or more units to Title 9, Build- <br /> ing Regulations, of the Roseville City Code." <br /> Roll Call (Super Majority) <br /> Ayes: Laliberte; McGehee; Willmus; Etten; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:02 p.m. and reconvened at approximately <br /> 8:14 p.m. <br /> 11. Budget Items <br /> a. Continue Budget Discussion <br /> Finance Director Chris Miller briefly summarized discussions to-date, as detailed <br /> in the RCA dated October 21, 2013; noting four specific key assumptions and <br /> seeking City Council direction on those items embedded in the preliminary Budg- <br /> et adopted in September of 2013. Mr. Miller noted that those represented big <br /> ticket items requiring advance planning for 2014, and primarily affecting the tax <br /> levy, as well as for the Budget Public Hearing scheduled in December to received <br />
