Department Approval <br />qlxse�fh� <br />REQUEST FOR COUNCIL ACTION <br />Date: 11/18/2013 <br />Item No.: I Lb <br />City Manager Approval <br />Item Description: Public Hearing to Consider Approving the 2014 Liquor License Renewals <br />BACKGROUND <br />Under City Code, a public hearing is required to consider approving liquor license renewals for the <br />following calendar year. The City has received the following renewal applications for 2013: <br />4 <br />5 ❖ 10 Off Sale Intoxicating liquor licenses (maximum of 10 permitted under City Code) <br />6 ❖ 25 On Sale Intoxicating liquor licenses <br />7 ❖ 15 On Sale 3.2 Non - Intoxicating Malt Liquor licenses <br />8 ❖ 8 Off Sale 3.2 Non - Intoxicating Malt Liquor licenses <br />9 ❖ 4 Club liquor licenses <br />10 ❖ 11 Wine only liquor licenses <br />11 ❖ 1 Brewery Taproom Off Sale License <br />12 ❖ 1 Brewery Taproom On Sale License <br />1 <br />14 A detailed list of all liquor license renewals is included in Attachment A. <br />The following liquor establishments had liquor compliance failures during 2013: <br />18 <br />19 The Council has discretion to factor in these compliance failures in considering whether to renew a liquor <br />20 license. <br />21 POLICY OBJECTIVE <br />22 The regulation of establishments that sell alcoholic beverages has been a long- standing practice by the State <br />2'1 and the City. <br />24 FINANCIAL IMPACTS <br />25 The revenue that is generated from the license fees is used to offset the cost of police compliance checks, <br />26 background investigations, enforcement of liquor laws, and license administration. <br />Page 1 of 4 <br />Date <br />Establishment <br />Presumptive Penalty <br />Imposed <br />4/11/2013 <br />Szechuan Restaurant <br />$1,000 fine, 1 day suspension <br />18 <br />19 The Council has discretion to factor in these compliance failures in considering whether to renew a liquor <br />20 license. <br />21 POLICY OBJECTIVE <br />22 The regulation of establishments that sell alcoholic beverages has been a long- standing practice by the State <br />2'1 and the City. <br />24 FINANCIAL IMPACTS <br />25 The revenue that is generated from the license fees is used to offset the cost of police compliance checks, <br />26 background investigations, enforcement of liquor laws, and license administration. <br />Page 1 of 4 <br />
