R1J�SEN+hhE <br />REQUEST FOR COUNCIL DISCUSSION <br />Dep ment Approval <br />Item Description: Twin Lakes Redevelopment Area Discussion <br />Date: 11/18/2013 <br />Item No.: 14.c <br />City Manager Approval <br />INTRODUCTION <br />For almost a year and through continued conversations with the City Council, the Community <br />Development Department has been working toward developing a new plan for the Twin Lakes <br />Redevelopment Area (Twin Lakes). This process, however, has taken longer than anticipated <br />and there has been increasing interest to develop /redevelop areas other than properties east of <br />Fairview Avenue. This, in and of itself, is not all that alarming since the development community <br />has been experiencing a growth spurt of sorts, but the fact that we are no closer to having a solid <br />8 plan and text amendments in place does provide staff with some concern. <br />9 The Planning Division has visited with the City Council on four occasions to communicate <br />10 thoughts and to receive feedback on a number of topics related to Twin Lakes. Through these <br />11 discussions there has been one central theme that seems to be constant: the need to address <br />12 inconsistencies in land use and zoning definitions, which have been brought up in the past by the <br />13 City Council. <br />14 For your reference, below are the four Comprehensive Plan land use and zoning designations <br />15 that generally guide Roseville's commercial districts: <br />16 COMPREHENSIVE PLAN DESIGNATIONS: <br />17 Community Mixed Use (CMU) <br />18 Community Mixed Use areas are intended to contain a mix of complementary uses that <br />19 may include housing, office, civic, commercial, park, and open space uses. Community <br />20 Mixed Use areas organize uses into a cohesive district, neighborhood, or corridor, <br />21 connecting uses in common structures and with sidewalks and trails, and using density, <br />22 structured parking, shared parking, and other approaches to create green space and <br />23 public places within the areas. The mix of land uses may include Medium- and High - <br />24 Density Residential, Office, Community Business, Institutional, and Parks and Open <br />25 Space uses. Residential land uses should generally represent between 25% and 50% of <br />26 the overall mixed use area. The mix of uses may be in a common site, development area, <br />27 or building. Individual developments may consist of a mix of two or more complementary <br />28 uses that are compatible and connected to surrounding land -use patterns. To ensure that <br />29 the desired mix of uses and connections are achieved, a more detailed small -area plan, <br />30 master plan, and /or area- specific design principles is required to guide individual <br />31 developments within the overall mixed -use area. <br />32 Regional Business <br />33 Regional Business uses are commercial areas with a collection of businesses that provide <br />34 goods and services to a regional market area. Uses found in Regional Business areas <br />35 include regional -scale malls, shopping centers of various sizes, freestanding large format <br />Page 1 of 8 <br />
