REQUEST FOR HRA ACTION <br />Date: 11-19-13 <br />Item No: 9a <br />Staff Approval: Agenda Section: <br /> Action <br />Item Description: Approval of Predevelopment Agreement with GMHC for Dale Street <br />Fire Station and 2325 Dale Street Redevelopment (HF_0117) <br />Requested Action <br />1.0 <br />Approve the Predevelopment Agreement with Greater Metropolitan Housing Corporation <br />(GMHC) for the Dale Street Fire Station and 2325 Dale Street Redevelopment. <br />Background <br />2.0 <br />At the October 15, 2013, RHRA meeting, three (3) developers presented their proposals <br />for the redevelopment of the Dale Street Fire Station and 2325 Dale Street. The RHRA <br />and City Council on October 21, 2013, had a joint meeting to discuss the proposals. <br />All three proposals contained various concepts related to ownership and rental housing, <br />and all 3 developers are seeking financial assistance to support the development being <br />built. Based upon Corridor Development Initiative (CDI) process, the following <br />guidelines were developed by the neighborhood: <br />Promote intergenerational living and connections to surrounding features <br />Incorporate universal design, creating accessible spaces for people of all ages. <br />Provide for a range of housing sizes to accommodate a variety of household needs <br />and incomes. <br />Create pedestrian-friendly connections that link to surrounding areas of interest <br />(e.g. schools, pet cemetery, pine forest). <br />If subsidy is required, it should focus on insuring eligibility for seniors. <br />Blend into and complement the existing neighborhood. <br />Egress to the site should a consideration regarding traffic control. <br />Work cooperatively with the county to deal with traffic issues. <br />Enhance neighborhood character and amenities <br />Desirable uses for the site would include the following: <br />Single family home, town home, ownership, with shared courtyards. <br />o <br />Home ownership is preferred, but any rental needs to reinforce stability. <br />o <br />If rental, a maximum height of three stories should be considered, with <br />o <br />private entrances at the street level to create a townhome appearance. <br />RHRA_ Agenda (11-17-13) - Page 1 of 1 <br /> <br />
