Greater massing on this site should be located on Dale Street, stepped <br />o <br />down as it approaches single family homes (reduce impact to single family <br />homes by graduated height transition). <br />Create common spaces that act as a shared amenity and preserve the tree <br />o <br />canopy. <br />A pocket neighborhood that blends a mix of housing types and shared <br />o <br />green space. <br />Promote views throughout the site to have “eyes on the street” for safety <br />o <br />and security. <br />Have “mixed” housing options that could accommodate different <br />o <br />household sizes, configurations, and incomes. <br />Consider elements that enhance “indoor-outdoor” experience, such as <br />o <br />balconies and screened porches. <br />Build in flexibility to allow for rental to ownership mix as markets change. <br />o <br />Adequate off-street parking must be provided for residents and guests. <br />o <br />Create a sense of ownership and community for all users, including <br />o <br />residents. <br />Rental properties must provide strong management oversight, and a crime- <br />o <br />free addendum. <br />If rental, either for profit or nonprofit, the developer should have a history <br />o <br />of long term commitment to the property. The preference should be for <br />nonprofit developers. <br />The Dale Street trail should be maintained. <br />o <br />Encourage Sustainable Development <br />Utilize sustainable building and site design. <br />Reduce impervious paving, minimize surface parking, and mitigate storm water <br />runoff on site. <br />Build new construction to last 100 years. <br />Consider and minimize the ecological impact. <br />Based upon these guidelines, the Greater Metropolitan Housing Corporation meets more <br />of the guidelines than the other two proposals. In addition GMHC is proposing to <br />market to existing senior home owners the opportunity to sell their homes to GMHC to <br />fix up and market to new home buyers. <br />At this time, Staff is recommending entering into a Predevelopment Agreement to give <br />the Developer and RHRA/City an opportunity to exclusively explore the financial <br />viability of the redevelopment of the site without a final commitment of any resources. <br />Martha Ingram from Kennedy & Graven will be at the RHRA meeting to discuss <br />redevelopment process for the site.
