HRA Meeting <br />Minutes –Tuesday, October 15, 2013 <br />Page 14 <br />1 <br />At the request of Chair Maschka on the time and survey process, Ms. Kelsey advised that the <br />2 <br />month of November would include completion of the survey; compilation in December; with <br />3 <br />survey input and opportunities addressed in January for areas found where businesses were <br />4 <br />struggling. Ms. Kelsey advised that a report of findings was intended for the February 2014 <br />5 <br />HRA meeting; to seek their direction on any programs they wanted staff to implement to <br />6 <br />resolve any of those issues. <br />7 <br />8 <br />b.Lexington Avenue <br />9 <br />Ms. Kelsey advised that one of the goals of the City of Roseville in the late 1990’s and early <br />10 <br />2000’s prior to the inception of the HRA, was to acquire properties any time they became <br />11 <br />available in the area of LexingtonAvenue from County Road C to Woodhill Drive. Ms. <br />12 <br />Kelsey advised that the City (HRA) had acquired one such property in the past, and <br />13 <br />demolished the home, with the vacant parcel held. <br />14 <br />15 <br />Ms. Kelsey advised that another home was currently on the market, andasked if the HRA was <br />16 <br />interesting in discussing acquisition, or re-evaluating those past goals; or whether to discuss it <br />17 <br />further with the City Council at the upcoming joint meeting of the bodies. Ms. Kelsey noted <br />18 <br />that, this goal was driven at one point for future City Hall expansion; and advised that that area <br />19 <br />and the area directly behind it was zoned as High Density Residential (HDR); with the current <br />20 <br />parcel 1.3 acres in size. Ms. Kelsey asked if the HRA wanted to investigate acquisition; and if <br />21 <br />so, recommended that the existing home on the parcel not be demolished immediately, but <br />22 <br />rented out under the control of ownership with the City or management in place to operate that <br />23 <br />property to make sure it was overseen properly. <br />24 <br />25 <br />Discussion included the nature of the lot and adjacent wetland; and other area parcels. <br />26 <br />27 <br />Consensus was to include a policy discussion for the entire area, or whether appropriate for <br />28 <br />consideration of locating a potential community center in the future, be included on the agenda <br />29 <br />for discussion with the City Council at the joint meeting. <br />30 <br />31 <br />Foreclosure Update <br />32 <br />Ms. Kelsey provided a brief update on foreclosures in the City and area, still trending <br />33 <br />downward and following market trends across the board. <br />34 <br />35 <br />11.Adjournment <br />36 <br />Themeeting was adjourned at approximately8:35p.m. <br />37 <br />38 <br />
