Department Approval <br />Item Description: <br />1.0 BACKGROUND <br />ks�bWSEN+EhE <br />REQUEST FOR COUNCIL ACTION <br />DATE: 11/25/2013 <br />ITEM NO: 7.d <br />City Manager Approval <br />Review the proposed acquisition and sale of 1840 Hamline Avenue by the <br />Roseville Housing and Redevelopment Authority. <br />1.1 Minnesota Statute 462.356 establishes how a City is to effect or realize the goals of its <br />Comprehensive Plan once adopted. This particular statute actually precedes the <br />4 requirement to adopt a zoning code that reinforces the Comprehensive Plan, and it <br />5 requires the City's "planning agency" to review all proposals by the City (or a "special <br />6 district or agency thereof') to acquire or dispose of land and to make findings as to the <br />7 compliance of the acquisition and /or disposal with the Comprehensive Plan. For <br />8 Roseville, the Planning Commission is the "planning agency" identified in the statute. <br />9 1.2 For the purposes of Minn. Stat. 462.356, the Roseville Housing and Redevelopment <br />10 Authority (RHRA) is a special district or agency of the City. Pursuant to RHRA's <br />11 Roseville Lot /Sale Replacement Program, they identified potentially- distressed residential <br />12 properties, using a property value $75,000 as a proxy, and contacted the owners of several <br />13 such properties to ascertain whether they were interested in selling to RHRA. Through <br />14 this process, 1840 Hamline Avenue was selected as the sub j ect of the program funding <br />15 available at this time; the location of the subject property is shown in the area maps <br />16 included with this report. Through the replacement program, the existing home on the <br />17 property would be demolished and the bare lot would then be returned to the real estate <br />18 market for development of a new home on the property, consistent with certain program <br />19 requirements. RHRA's discussions with the property owner about purchasing this parcel <br />20 are advancing, prompting the Planning Commission's review and formulation of findings <br />21 about the proposal's compliance with the Comprehensive Plan. <br />22 2.0 FINDINGS OF COMPLIANCE WITH THE COMPREHENSIVE PLAN <br />23 The Planning Commission reviewed the proposed acquisition and disposal of 1840 <br />24 Hamline Avenue at its meeting on November 6, 2013 and found the acquisition and <br />25 disposal to be consistent with the following goals and policies of the 2030 <br />26 Comprehensive Plan. Draft meeting minutes are included with this report. <br />27 2.1 GENERAL LAND USE GOALS & POLICIES <br />28 Policy 3.2: Promote redevelopment that reduces blight, expands the tax base, enhances <br />29 the mix of land uses in the community, and achieves other community objectives. <br />3o 2.2 RESIDENTIAL AREA GOALS & POLICIES <br />31 Policy 6.1: Promote maintenance and reinvestment in existing residential buildings and <br />32 properties, residential amenities, and infrastructure to enhance the long -term desirability <br />33 of existing neighborhoods and to maintain and improve property values. <br />1840 Hamline Avenue RCA.doc <br />Page 1 of 2 <br />
