Human Rights Commission Minutes
October 16, 2013
Regarding getting word out on this program, Chair Grefenberg related that a council member had
suggested that the Commission contact the state agencies who relate to communities of color and
ask for their assistance in communicating information on this program.
Grefenberg discussed the recent Community Dialogues on Creating a Safe & Connected
Community. He noted the first event was well attended with 45 residents in attendance, while
the second event had 12 residents in attendance. He stated it would be critical this time for the
Commission to aggressively advertise this event to the immigrant community and a variety of
immigrant groups, as well as other newcomers and the general Roseville community.
Ms. Lohman encouraged the Commission to speak with the Falcon Heights HRC to discuss their
outreach methods. Further discussion ensued regarding how to reach immigrant communities.
Ms. Curti asked if children should be welcomed at the event.
Ms. Lohman stated the Roseville HRC could offer childcare or open the event to children as this
may encourage more immigrants to attend the event.
Ms. Curti suggested the possibility of this Community Conversation being held on a Saturday
morning to encourage higher attendance.
Grefenberg mentioned that the problem with the last Community Dialogue hosted by the
Commission was the difficulty of recording the small group discussions and summarizing major
points. Lohnman said AHR staff would pull out major points from the notes taken at each small
group discussion.
Chair Grefenberg questioned how much time it would take to properly advertise and plan a
community conversation. He had concerns with trying to fit the event in before the holidays. He
also reported the Roseville School District was holding a discussion on Communities for a
Lifetime on October 24 and November 16. He did not want to see the HRC's event compete
with this discussion.
Ms. Lohman anticipated that the event could be planned in four to six weeks. She recommended
the Commission publicize their event at the school district's discussion.
Chair Grefenberg questioned if interpreters should be scheduled for the event.
Ms. Lohman stated she has found that family members were able to speak for one another.
Chair Grefenberg summarized that it would be important to have a large number of Commission
members present at the Conversation to assist with taking notes in the small groups. He
recommended the Commission authorize the Program Planning Committee to decide on a time
and place for the immigrant Community Conversation.
