Regular City Council Meeting <br /> Monday,November 18, 2013 <br /> Page 29 <br /> City Code and view this application as a local license transfer, with its renewal a <br /> secondary consideration. <br /> Councilmember McGehee opined that she was inclined to wait on approval of the <br /> transfer; and questioned if a determination could be made on any loss to property <br /> values or to those small businesses that may be impacted by this. Councilmember <br /> McGehee opined that she was very uncomfortable with the amount and breadth of <br /> the charges and types of charges beyond what was normally seen in police re- <br /> ports; but specific to monopoly violations or collusion, by mixing the manufac- <br /> ture, distribution and retail network. Councilmember McGehee further opined <br /> that she would like to look at this further and give if more consideration to the <br /> documentation, some of which had just been received tonight. Since the City of <br /> Bloomington was in the same position as Roseville, Councilmember McGehee <br /> expressed her preference to wait longer to have an opportunity for further review. <br /> McGehee moved, Laliberte seconded, TABLING consideration of this trans- <br /> fer to a date not specific. <br /> Roll Call <br /> Ayes: McGehee; Laliberte; and Etten. <br /> Nays: Willmus and Roe. <br /> Motion carried. <br /> Finance Director Miller sought clarification from the City Council on that motion; <br /> noting that if they chose to not take action, there would be 1 off-sale liquor license <br /> that would expire at the end of the year (Network Liquors) making it available for <br /> anyone to come forward to apply for it. <br /> Laliberte moved, Willmus seconded, a motion to reconsider that action ta- <br /> bling this transfer. <br /> Councilmember Willmus advised that he was fine tabling action, but needed a <br /> date specific versus indefinitely. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> Willmus moved, Laliberte seconded, TABLING consideration of this off-sale <br /> liquor license transfer to November 25, 2013. <br /> At the request of Councilmember McGehee, Finance Director Miller confirmed <br /> his interpretation of available off-sale liquor licenses, that unless the liquor license <br /> transfer is approved by the City Council, the Network Liquors license would go <br />
