Regular City Council Meeting <br /> Monday, November 18, 2013 <br /> Page 7 <br /> of Resolution No. 11107 (Attachment D) entitled, "Resolution Adopting and Con- <br /> firming 2013 Assessments for City Project SS-W-13-10: 3040 Hamline Avenue <br /> Utility Improvements." <br /> Roll Call <br /> Ayes: McGehee; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> Abstention: Willmus. <br /> Motion carried. <br /> Councilmember Willmus returned to the Council Chambers at approximately 7:11 <br /> p.m. <br /> 9. General Ordinances for Adoption <br /> 10. Presentations <br /> a. Organized Waste Collection Process Law Changes <br /> Public Works Director Duane Schwartz provided a brief summary of research and <br /> studies preformed to-date by the City's Advisory Commission, the Public Works, <br /> Environment and Transportation Commission (PWETC), and their recommenda- <br /> tions as detailed in the RCA dated November 18, 2013 and attachments. Mr. <br /> Schwartz noted the eight (8) specific goals included as part of the PWETC's rec- <br /> ommendation if the City Council chose to pursue an organized collection process <br /> in Roseville, in the form of a resolution (Attachment B). <br /> Mr. Schwartz reviewed changes enacted this year by the state legislature replacing <br /> the previous 180-day process and establishing a 60-day negotiation period with <br /> haulers. Mr. Schwartz outlined specific requirements of that legislation (Attach- <br /> ment A) <br /> • Notice to public and licenses haulers <br /> • Sixty-day negotiation period <br /> • Either implementation if agreement is reached OR <br /> • If no agreement-form a committee to study organized collection options <br /> • Public notice; public hearing <br /> • Implementation <br /> City Attorney Mark Gaughan clarified the purpose of tonight's discussion, which <br /> would be open to public comment and questions. However, Mr. Gaughan pointed <br /> out that, as per the parameters of state law, if the City Council should determine <br /> to formally consider organized trash collection, they were under duty to negotiate <br /> with any and all licensed haulers in the City, which would also be open to public <br /> comment. Mr. Gaughan encouraged City Council, individually and corporately, <br /> to not engage in particular references during tonight's meeting that may influence <br />
