Chair Vanderwall responded that the off-road option was included on the list of <br /> rankings for County Road B; and the neighbors were welcome to obtain <br /> permission from 100% of the property owners and offer to fund it, as per current <br /> City policy. <br /> Unidentified Female Speaker in Audience (off microphone) <br /> The speaker spoke of a new condominium development approximately three <br /> blocks from the area. <br /> David Nelson, 2280 Highway 36 W <br /> As a resident in this neighborhood since he was 4 years old, Mr. Nelson opined <br /> that this was not an expensive project to do, for installing a shoulder along the <br /> south side by Midland, simply by a slight grading and pavement. Mr. Nelson <br /> further opined that there was no need to do anything with drainage, stating that it <br /> already drained into a drainage pond at Fulham and Highway 36. <br /> Public Works Director Schwartz noted that not addressing drainage was difficult <br /> in today's regulated environment, when mitigation is required. <br /> Mr. Nelson opined that the neighborhood was concerned about the segment <br /> between Fulham and Cleveland, as that is the largest concern due to speed. Mr. <br /> Nelson further opined that the biggest problem was transient residents in the <br /> apartment complex at the end of the road; and based on his observations, they <br /> were responsible for 90% of the speeding on that road. Mr. Nelson noted that he <br /> had recently seen a speed trailer in the area, but had no idea of the results of the <br /> study. <br /> Mr. Westby stated that the particular speed board did not record data, simply <br /> alerted drivers to their speed. <br /> Mr. Nelson opined that most of the neighbors make 4-5 trips from the <br /> neighborhood daily. <br /> Chair Vanderwall noted that Ramsey County performed traffic counts, using the <br /> strips across the road; with Mr. Schwartz volunteering to look into that option <br /> with the County. <br /> At the request of Chair Vanderwall, Mr. Schwartz provided an update on the <br /> status of County Road B's jurisdiction. Mr. Schwartz advised that the roadway <br /> was still under Ramsey County's jurisdiction, but that the City was continuing <br /> conversations with them; and noted his receipt of a recent e-mail from them <br /> indicating that they were getting closer to a number of terms of it becoming a <br /> turnback road to the City of Roseville. As staff has stated all along, when roads <br /> are turned back, if they are in relatively poor condition (e.g. drainage, surface, <br /> etc.), the road should come with funding in place to allow the City to address <br /> Page 19 of 22 <br />
