KI;�6_01SEN+h+E <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: 12/09/2013 <br />Item No.: 7.e <br />City Manager Approval <br />Item Description: Consideration of Entering into a Contract with North Suburban Access <br />Corporation for Video Services <br />BACKGROUND <br />The City currently employees two part-time video production assistants to oversee the filming of <br />City Council and Commission meetings. With the recent changes in the Administration <br />Department, it is prudent look outside the organization to properly manage the production and <br />broadcast of City meetings. Staff has approached the North Suburan Access Corporation (part of <br />CTV) about taking over the video production operations for the City. They are interested in <br />doing it and staff has negotiated a draft agreement for their services. Details of the proposed <br />agreement are as follows: <br />9 • NSAC would provide the following services: <br />10 o Video recording of all City Council meetings and monthly Commission <br />11 meetings. <br />12 o Archiving meetings onto DVDs. <br />13 o Prepare equipment and room for meetings. <br />14 o Maintaining Community Calendar on city cable channel. <br />15 o Basic Equipment Maintenance. <br />16 o Equipment planning. <br />17 o Setting the monthly programming schedule and acquiring outside programing <br />18 • NSAC will provide 64.5 hours per month to provide these services. <br />19 • The monthly cost would be $1,419 or $17,028. Costs would increase I% annually in <br />20 2015 and 2016. <br />21 • Time spent past the annual amount of hours (774 hours) will be billed at $40 per hour <br />22 • The term of the contract is three years, expiring on December 31, 2016. <br />26 POLICY OBJECTIVE <br />24 Ensuring that the public has access to all meetings of city government is a tenet of good <br />25 governance. Providing citizens with the opportunity to watch city meetings live or on replay <br />26 provides for transparency in the governmental process. <br />27 BUDGET IMPLICATIONS <br />26 The cost in 2014 of the contract with NSAC will be $17,028, which will come from the <br />Z!.* Communications Fund. <br />Page 1 of 2 <br />
