685 5.10.3 Records Retention 686 5.10.3.1 All Parties to this Agreement shall comply with all state and 687 federal laws and regulations regarding the retention of public 688 records, including but not limited to Minnesota Statutes §138.17. 689 6. Ongoing County Services 690 6.1 The County shall operate, manage, and maintain the System under the direction of 691 the Director of the Ramsey County Department of Emergency Communications. 692 6.2 The County warrants that its initial and ongoing configuration of the System and 693 provision of County services will be compliant with applicable privacy and security 694 regulations, including CJIS and HIPAA requirements and standards. 695 6.3 Operational and Management Services. Under the supervision of the System 696 Manager, the County will: 697 6.3.1 Establish and maintain a secure network. 698 6.3.2 Manage the System network servers, System software, databases, and 699 network connectivity. 700 6.3.3 Manage and maintain test, training, and production environments for the 701 System. The County will provide access to testing and training environments 702 to Members upon request. 703 6.3.4 Test new patches, updates, upgrades and other modifications before they 704 are applied to production systems. 705 6.3.5 Perform quality control /quality assurance operations during testing and 706 implementation of patches, updates and upgrades. 707 6.3.6 If at any time configuration changes implemented by the County interfere 708 with operation of the System, the County will correct the problem. 709 6.3.7 If software conflicts develop between System configuration changes required 710 for the successful use of the System and end user software previously 711 installed by a Member, the County shall work with the Member's staff to 712 resolve the problem. 713 6.3.8 Maintain the System network in such a manner as to provide a minimum of 714 99.9% availability, except during such periods when downtime is due to 715 circumstances beyond the control of the County or during scheduled 716 downtime for maintenance /upgrades. 717 6.3.9 Maintain a system of frequent backups and data files in such a manner as to 718 minimize System recovery time and prevent data corruption. The backup 719 procedure will be in writing and approved by the CAD Command 720 Subcommittee. 721 6.3.10 Monitor, maintain and troubleshoot network connectivity and cyber security 722 issues in the System network.
