Regular City Council Meeting <br /> Monday,November 25, 2013 <br /> Page 23 <br /> Mayor Roe recessed the meeting at approximately 8:20 p.m. and reconvened at approximately <br /> 8:27 p.m. <br /> 13. Business Items (Action Items) <br /> a. Total Wine Liquor License Transfer <br /> Mayor Roe announced that this was a continued Council discussion for considera- <br /> tion of the transfer of an Off-Sale Liquor License from Network Liquors at 2727 <br /> Lexington Avenue N to Minnesota Fine Wines & Spirits, operating under the <br /> name of Total Wine & More and relocating the operation to 2401 Fairview Ave- <br /> nue N, Suite 105, with an anticipated opening in the spring of 2014, pending local <br /> and state approvals. Background information was provided in the RCA dated <br /> November 25, 2013; as well as additional materials from several sources provided <br /> at last week's meeting; and subsequent tabling of the item for consideration of <br /> those additional materials before taking action. Mayor Roe noted additional ma- <br /> terials provided over the last week to the City Council as well. <br /> Mayor Roe noted that the duly-noticed Public Hearing had been held at the No- <br /> vember 18, 2013, regular business meeting at which time the Public Hearing had <br /> been opened, public comment heard, and subsequently closed. Therefore, Mayor <br /> Roe advised that no additional public comment would be taken at tonight's meet- <br /> ing for this particular action item; but would be focused on City Council discus- <br /> sion and consideration. <br /> Councilmember McGehee expressed her interest in hearing from members of the <br /> audience who came prepared to speak tonight; opining that public comment <br /> should be acceptable at any time. <br /> McGehee moved to accept additional public comment at this meeting as it related <br /> to this issue. <br /> Mayor Roe declared them motion failed for lack of a second. <br /> Councilmember McGehee opined that she found it interesting that the City Coun- <br /> cil wouldn't allow a change in another item tonight related to utility rate changes <br /> without public comment, but was willing to do so for this item. Councilmember <br /> McGehee advised that she had questions on some of the materials presented in <br /> supplemental materials. <br /> Mayor Roe recognized Councilmember McGehee's request for additional infor- <br /> mation. <br /> Councilmember McGehee advised that she wanted to direct her questions for the <br /> purpose of clarification to the person presenting materials, the Larkin Hoffman <br /> Attorney representing the Minnesota Licensed Beverage Association. <br />
