Regular City Council Meeting <br /> Monday,November 25, 2013 <br /> Page 33 <br /> Councilmember McGehee questioned how the City could renew a license since it <br /> hadn't been given to them previously; and questioned how any retailer could <br /> transfer or liquidate liquor inventory without following regulations that written <br /> notice to the Commissioner was needed, under Minnesota State Administrative <br /> Rules, which she read from;reiterating her previous concerns. <br /> Councilmember Laliberte spoke to the inference expressed during public com- <br /> ment that the City Council did not listen to its residents. Councilmember Laliberte <br /> stated that she personally took residential input seriously; including previous dis- <br /> cussions when a great deal of interest was given to possibly expanding beyond the <br /> current ten off-sale liquor licenses; with a similar result in protecting the current <br /> license holders by not expanding that number. Councilmember Laliberte assured <br /> the public that she listened to all side and made her decisions accordingly. <br /> Roll Call <br /> Ayes: Willmus; Etten; Laliberte; and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> c. Met Council Grant Program Private Sewer Utilities <br /> Public Works Director Duane Schwartz provided background information and an <br /> overview of this grant program as detailed in the RCA dated November 25, 2013. <br /> Mr. Schwartz noted that a response to the Met Council was needed by December <br /> 3, 2013 if the City Council chose to approve this participation request; with staff <br /> having already fielded a number of citizen inquiries about this program, based on <br /> recent newspaper articles. Mr. Schwartz advised that the program could be pro- <br /> rated back to July of 2013 for private his sewer lateral <br /> replacements to be <br /> competitive, and would <br /> However, Mr. Schwartz noted that program <br /> be based on a first come, first served process. <br /> At the request of Councilmember McGehee,Mr. Schwartz recognized significant <br /> infiltration issues throughout the community;howe ve ,he was when sewero idee <br /> an actual number although approximately 10% <br /> televised,but during wet periods that number could be significantly higher. Mr. <br /> Schwartz noted that a number of homes in Roseville also faced root intrusion is- <br /> sues in their lines. <br /> At the request of Councilmember McGehee, Mr. Schwartz estimated the cost of <br /> rehabilitation to be between $3,000 o $5,000 e°co contracts to achieve economies <br /> with the City able to assemble projects <br /> of scale. <br /> McGehee moved,Willmus seconded, adoption of Resolution No. 11110 entitled, <br /> "Resolution Supporting Application for Metropolitan Council Environmental <br /> Services 2013 Clean Water Fund Inflow & Infiltration(I & I) Grant Program." <br />
