Mayor <br /> Roe opined that the height of the buildings enhanced their character and signified <br /> them as community gathering points. Mayor Roe advised that he would leave the <br /> HVAC system to the experts in that field. <br /> In response to Councilmember McGehee's concerns related to pathways, Mayor <br /> Roe opined that the City Council would need to make those calls for individual <br /> parks related to the amount of impervious surfaces; also noting the need to deal <br /> with stormwater management and mitigation issues as well. <br /> Mayor Roe clarified that there was a subcommittee already working on those is- <br /> sues (Natural Resources and Trails Subcommittee). <br /> Etten moved, Willmus seconded, authorizing staff to seek proposals for the <br /> Parks & Recreation Renewal Program as presented and as detailed in the <br /> RCA dated November 25, 2013. <br /> Councilmember McGehee stated that the immediate door access was essential to <br /> her; especially when asking residents to pay for a building that they couldn't ac- <br /> cess. <br /> Councilmember Willmus concurred with that statement; opining that the ability <br /> for residents to access those buildings had been heard over and over again. <br /> Councilmember Laliberte spoke in opposition to the motion at tonight's meeting; <br /> opining that there were things asked of the design team by the City Council be- <br /> fore, which had come back with a negative response or not recommended as the <br /> final direction. For example, Councilmember Laliberte noted that immediate ac- <br /> cess to the doors was important, but she was not guaranteed that the design team <br /> would consider that or provide a different response. <br /> Mayor Roe clarified that this would be part of the final design process and deter- <br /> mining what could be achieved for the available dollar allotment. <br /> Mr. Brokke concurred with Mayor Roe, advising that many of those requests <br /> would be incorporated into the RFP, then based on available dollars, those discus- <br /> sions and refinements could be held with the City Council upon receipt of the <br /> RFP's. Mr. Brokke noted that, without the benefit of how those costs or pro- <br /> posals will come in, there was a need to remain flexible. Given the trial run with <br /> the Lexington building RFP, Mr. Brokke noted that initial indications were that <br /> now that contractors were busier, prices were escalating and numerous adjust- <br /> ments may be needed. <br /> Councilmember McGehee concurred with Councilmember Laliberte that a num- <br /> ber of things directly requested by the City Council had not been included.
