Regular City Council Meeting <br /> Monday,November 25, 2013 <br /> Page 39 <br /> cilmember McGehee opined that she didn't see how it was going to work, with a <br /> lot of money being spent on a city-wide project; further opining that the City <br /> Council shouldn't be pushed, and decision-making should be broken down more. <br /> Councilmember McGehee opined that it may take all the resources allotted for <br /> one park for distribution into multiple other buildings; however, at this point she <br /> was unable to evaluate it and questioned at what point it would return to the City <br /> Council and incorporate their preferences. <br /> Councilmember Willmus opined that staff could continue to estimate costs for <br /> months; however, no definitive action could be found until the RFP's were solic- <br /> ited to provide tangible information for everyone, including the City Council. <br /> Councilmember Willmus clarified that this was the point at which the City was <br /> now at; and spoke in support of the motion. <br /> Councilmember McGehee questioned what aspects would be included in the bids <br /> to determine alternatives or options; and questioned whether the City Council <br /> would find themselves back in this same spot again. <br /> Mr. Schroeder responded that each bid package would have several alternates, in- <br /> cluding those things requested by the City Council; as add-ons to a basic park <br /> building. As suggested by Councilmember Willmus, Mr. Schroeder noted that <br /> staff could continue to make guesses, but they were only guesses; and the need <br /> remained to get the buildings built for the public benefit, and as dollars become <br /> available, additional features could be incorporated; and if dollars are not availa- <br /> ble, they may be available through future capital improvement programs. <br /> Councilmember McGehee expressed her lack of interest in another big capital <br /> bond, especially if there is the potential for taking the cost of one building and <br /> spreading it around. <br /> Mayor Roe noted that the answer was that, once pricing was received through the <br /> RFP, everyone would be part of that process. <br /> Etten moved,Willmus seconded a motion to call the question. <br /> Roll Call <br /> Ayes: Willmus and Etten. <br /> Nays: McGehee; Laliberte; and Roe. <br /> Motion failed. <br /> Councilmember Laliberte reiterated her concern with the building heights. <br /> Councilmember Etten opined that the needed height was needed to create bulk; <br /> and provide a warm and welcoming impression for the public, all part of the phi- <br />
