Budget Hearing on Proposed 2014 Budget <br /> Mayor Roe briefly reviewed the protocol for tonight's budget hearing and public <br /> questions and comment opportunity regarding the budget or budget process. <br /> Finance Director Chris Miller presented remarks (Attachment A) and reviewed <br /> the purpose of the Public Hearing; a snapshot of the proposed 2014 budget; budg- <br /> et process chronology; budget impact items; and a summary of the budget and tax <br /> levy summary; historical and peer city comparisons; as well as a review of pro- <br /> posed 2014 utility rates. <br /> Mr. Miller noted that tonight's presentation would focus only on the City portion <br /> of the property tax bill and other local fees; and not any other jurisdictions repre- <br /> sented on property tax statements. <br /> City Councilmember Questions <br /> Councilmember McGehee questioned the difference in the City of Roseville's <br /> standalone infrastructure and utility system versus that of the City of Maplewood <br /> as an extension of the City of St. Paul; and compare rates accordingly, and wheth- <br /> er there was a benefit for Maplewood residents to be part of the St. Paul infra- <br /> structure system. <br /> Mr. Miller, while noting his inability to speak specifically of the Maplewood situ- <br /> ation, advised that it depended on what the City of St. Paul would be willing to <br /> pay for the City of Roseville's infrastructure if that option was ever considered. <br /> Mr. Miller advised that the City of St. Paul had paid $1.00 for the City of Maple- <br /> wood's infrastructure system; but the City of Roseville's infrastructure system <br /> was much newer than theirs. Mr. Miller clarified that the City of Roseville ac- <br /> counted for its infrastructure based only on Roseville costs. <br /> At the request of Councilmember McGehee regarding the benefits to the commu- <br /> nity for the City of Roseville in softening its water and how it was softened, Mr. <br /> Miller deferred to Public Works Director Duane Schwartz.
