The company <br />39 serves clients across the nation in the private, public, and political sectors, including <br />40 corporations, municipalities and state governments, financial institutions, religious organizations, <br />41 business organizations, school districts, and non - profit organizations. <br />42 <br />4 Typically, the Morris Leatherman Company utilizes a Telephone Random Sample in its survey. <br />In this type of approach, a random sample of households is selected to be interviewed by <br />At telephone. All households have an equal chance of being selected and the adult respondent in <br />4t, each household is also chosen randomly. Results are based upon a pre -set number of completed <br />4 7 interviews. <br />48 <br />49 In June 2013, the City of Shoreview employed Decision Resources, Ltd. (prior to becoming The <br />50 Morris Leatherman Company), to conduct it community survey. The average interview took 42 <br />51 minutes. <br />Ur <br />5 In addition to Shoreview, The Morris Leatherman Company /Decision Resources have worked <br />5' with local communities such as the Golden Valley and Woodbury. <br />5! <br />5 National Research Center <br />5'i National Research Center, Inc. (NRC) conducts public sector research and evaluation, with <br />58 clients from across the country and around the globe. NRC developed The National Citizen <br />59 Survey, which is designed to enhance the public voice and aid local decision- making. NRC has <br />6o also developed instruments to measure older adults' perspectives about community livability, <br />61 government employee sentiment about the work environment, community mobility assessments <br />61 and resident opinion about local recreation and wellness. NRC is located in Boulder, CO. <br />6' <br />64 The City of New Brighton recently employed NRC to conduct its community survey. The <br />6L survey, conducted between January and March of 2013, was administered by mail to 1,200 <br />randomly selected households within the city. Of those households receiving the survey, 372 <br />67 residents responded to the survey, giving a response rate of 31 percent, giving the survey a <br />66 margin of error of plus or minus five percentage points around any given percentage for the <br />69 entire sample. The total cost to the City of New Brighton was $16,112. <br />70 <br />71 The Mail -Out Census, like the one conducted by the City of New Brighton, is typical of the <br />72 research methodology utilized by NRC. In this type of approach, a written questionnaire is sent <br />7? to a sample of households in a community. The questionnaire requires respondents to follow <br />7� directions and answer each question in a specific manner (circling a letter, checking a box, etc.). <br />7T After a specific period of time, residents are mailed a reminder postcard. Results are based upon <br />7 the number of returned surveys at the pre- announced "cut -off 'date. <br />BUDGET IMPLICATIONS <br />7L The 2014 budget includes $15,000 for a citizen survey. It is believed that both companies could <br />8o design and complete an acceptable survey that meets this budget guideline <br />81 <br />82 STAFF RECOMMENDATION <br />83 The staff recommends that a resident survey be conducted in 2014 and that the City Council <br />84 select the company to design and complete the survey. <br />Page 2 of 3 <br />
