U�b S Hi <br />H+--Jf 7 EJ <br />REQUEST FOR COUNCIL ACTION <br />Date: Jan. 13, 2014 <br />Item No.: 14. a <br />Department Approval City Manager Approval <br />Item Description: Consider Request to Conduct a Resident Survey <br />1 BACKGROUND <br />2 It has been three years since the City of Roseville last conducted a survey of its residents. The <br />3 previous survey was conducted by mail in January and February of 2011. The survey was <br />4 administered by Cobalt Community Research. Their survey instrument was specifically designed <br />5 to engage residents in budget and planning decisions. Results of the survey were presented to the <br />C, City Council at its March 28, 2011 meeting. <br />P One of the priorities that the City Council has identified is conducting another survey in 2014 to <br />0 assess city services and programs and to assist in the city budget process. <br />I U, <br />11 WHY SURVEY AGAIN <br />12 Ongoing citizen engagement is vital In order to assess residents' satisfaction with city services. A <br />13 community survey meets this goal by providing the city with a benchmark for determining how <br />14 the City's actions, or inactions, effect resident satisfaction. This feedback to the City Council <br />15 regarding ongoing services can be used to determine whether the city is meeting citizens' <br />expectations and where improvements are required. <br />1 Surveys also allow the city to track its performance over time and can be used as a planning tool <br />19 by city officials, specifically with identifying issues that deserve a more detailed approach than <br />20 its day -to -day business operations generally allow. By instituting a performance measurement <br />21 program, the City Council can determine if service is improving or declining, and whether the <br />22 city needs to adjust resources in a particular area. <br />2-� <br />24 This performance measurement information can be tied directly to data coming out of the <br />25 community survey. Moving forward, when preparing the city budget, performance measures can <br />26 help the City Council evaluate whether the city is getting the value it expected for the money it <br />27 spends. <br />28 <br />29 OPTIONS <br />3o Though there are many companies that provide community survey services, two have been used <br />31 successfully recently by neighboring cities.
