Adopt Final 2014 HRA Budget and Tax Levy <br /> Interim City Manager Trudgeon noted that the HRA Tax Levy represented a <br /> modest increase over that of 2013. <br /> Etten moved, McGehee seconded, adoption of Resolution No. 11116 (At- <br /> tachment A) entitled, "A Resolution Submitting the Housing and Redevelopment <br /> Authority, in and for the City of Roseville, Special Property Tax Levy on Real Es- <br /> tate to the Ramsey County Auditor for the Fiscal Year of 2014;" setting the 2014 <br /> HRA levy at $703,579. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> 13. Business Items (Action Items) <br /> a. Consider Suspension of New Registrations for Utility Rate Discount Program <br /> On behalf of the City Council, Mayor Roe expressed appreciation to staff for their <br /> quick turnaround of this item as directed at the December 2, 2013 meeting. <br /> Per City Council direction, Finance Director Miller briefly summarized the draft <br /> resolution (Attachment A) and detail from the RCA dated December 9, 2013; to <br /> consider suspending all new entrants to the Senior Discount program as of a cer- <br /> tain date at the discretion of the City Council. <br /> For the benefit of the public, Mayor Roe clarified that the purpose of this action <br /> was to close this discount program to new participants as the City Council re- <br /> vamped its discount program over the next six (6) months to transition into a <br /> means-tested discount program versus the current senior discount program. <br /> Councilmember Willmus expressed his support of the proposed resolution and ef- <br /> fective date of December 10, 2013. <br /> Mayor Roe called for public comment, with no one appearing for or against the <br /> proposal. <br />
