4

REQUEST FOR COUNCIL ACTION

DATE: 3/23/92
ITEM NO.: D --- /

Department Approval:

Manager Reviewed:

Agenda Section:
Organizational Business

~

Item Description: Voting Precinct Boundaries.

Backaround
Effective January 30, 1992, Minnesota. Statutes changed the legislative
districts in the state. Under the adopted plan, cities are required to
change voting precinct boundaries to correspond to the district changes.
Attached is a map outlining the new districts. Roseville is part of _
Senate District 54 and two House districts, 54A and 54B.

In redrawing precinct boundaries, the only criteria used is that a pre-
cinct contain no more than one legislative district. In addition, the
Minnesota Secretary of State suggests that a voting precinct contain no
more than one school district. This suggestion results from a new law
which requires school districts to hold referendums in conjunction with
regular Fall elections.

In redrawing the City of Roseville precinct boundaries, close attention
was paid to alter current boundaries as little as possible to maintain
voter familiarity and to provide accessible voting polls. With the
following criteria in mind, two options are being offered for review.

Option A

District

Precipct Location

1 North Heights Lutheran Church
2 parkview Center School
3 Prince of Peace Church
4 Grace Church
5 Roseville Community Center
6 McCarrons Training Center
7 Roseville Lutheran Church
8 Fairview Community Center
9 Centennial United Methodist

54B
54B
54B
54B
54B
54A
54A
54A
54A

PODulation

3,799
4,179
4,122
3,556
1,404
4,421
4,619
4,250
3,135

Over 18

3,107
3,260
3,255
2,868
1,127
3,568
3,673
3,623
2,653

This plan maintains nine precincts within the City, four precincts in
House District 54A, and the remaining five in House District 54B. Main-
taining nine precincts eliminates the need for any additional voting
equipment or voting polls. Since the City of Roseville contains two
school districts wi thin each House district, two precincts are
established to meet the condition that no precinct contain more than one
school district.
