Regular City Council Meeting <br /> Monday,January 06, 2014 <br /> Page 28 <br /> It was the consensus of the City Council to leave the HRC and Parks & Recrea- <br /> tion CAS's as is. <br /> With Council consensus, Councilmember Laliberte noted that the Planning and <br /> Police Civil Service Commissions were mandated and dictated by State Statute <br /> and should remain as is. <br /> Public Works, Environment &Transportation Commission (PWETC) <br /> Councilmember Laliberte noted the recommendation of the subcommittee to in- <br /> crease membership in the PWETC to seven (7) members. <br /> Mayor Roe and Councilmembers Willmus and Roe spoke in support of expanding <br /> the PWETC from seven to nine members, allowing them the ability to perform <br /> more subcommittee work. <br /> Councilmember Laliberte noted that in their review of peer communities, the sub- <br /> committee found that most had a separate environment and transportation adviso- <br /> ry commission. Councilmember Laliberte concurred that this advisory commis- <br /> sion was doing some heavy lifting and more members would allow more sub- <br /> committees for specific areas of interest. <br /> McGehee moved, Etten seconded, to increase membership in the PWETC from <br /> five to seven members; to retain meeting frequency; and to fill additional empty <br /> seats as applicants became available. <br /> Roll Call <br /> Ayes: Laliberte; McGehee; Willmus; Etten; and Roe. <br /> Nays: None. <br /> Mayor Roe noted that the ordinance creating the PWETC would need to be re- <br /> vised accordingly; with Council consensus that it be done at an upcoming regular <br /> City Council meeting as a housekeeping item. <br /> New Suggested Advisory Commission <br /> Finance Commission <br /> Councilmember Laliberte referenced her personal recommendations to create this <br /> advisory commission. <br /> Councilmember Willmus noted that he had long advocated for a Finance Commit- <br /> tee to review the budget process and priority-setting for Roseville. If an Advisory <br /> Commission was created, Councilmember Willmus suggested it include a minori- <br /> ty at least of members holding some professional license or certification in the fi- <br /> nancial field to make the Advisory Commission more effective. Councilmember <br /> Willmus noted the differences in budgetary practices and in the public and private <br /> areas. Councilmember Willmus spoke in support of those discussions occurring <br />
