EXTRACT OF MINUTES OF MEETING OF THE <br />VARIANCE BOARD OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the Variance Board of the City of <br />th <br />Roseville, County of Ramsey, Minnesota, was held on the 5 day of February 2014, at 5:30 p.m. <br />The following members were present: <br />and _____ was absent. <br />Variance Board Member _____ introduced the following resolution and moved its adoption: <br />VB RESOLUTION NO. 100 <br />A RESOLUTION APPROVING A VARIANCE TO §1010.11.E.1 (Location) OF THE <br />ROSEVILLE CITY CODE AT 1480 COUNTY ROAD C (PF14-001) <br />WHEREAS, Transwestern, owner of the property at 1480 County Road C, has requested <br />a to City Code §1010.11.E.1 to allow the construction of a freestanding monument <br />VARIANCE <br />sign closer than 5 feet from a property line; and <br />WHEREAS, the proposed freestanding monument sign would be 1 to 2 feet from the <br />front property line; and <br />WHEREAS, City Code §1009.04 (Variances) establishes the purpose of a is <br />VARIANCE <br />“to permit adjustment to the zoning regulations where there are practical difficulties applying to <br />a parcel of land or building that prevent the property from being used to the extent intended by <br />the zoning;” and <br />WHEREAS, the Variance Board has made the following findings: <br />a. <br />The practical difficulty stems from the fact that the existing site was developed at a <br />time that allowed/afforded maximization of the site with buildings and parking and <br />few options exist. The site is also hampered, to a degree, by a railroad right-of-way <br />that lies between County Road C and the subject parcel, limiting placement of a <br />freestanding sign. <br />b. <br />The proposed freestanding sign is consistent with the Comprehensive Plan in that it <br />advances the goals related to the aesthetics of a well-planned and coordinated private <br />development. <br />c. <br />The proposed freestanding sign is consistent with the intent of the zoning ordinance <br />whereby a setback of some amount is necessary from the front property line. This is <br />a case, however, where meeting such a requirement cannot be achieved due to pre- <br />existing features. <br />d. <br />The proposed sign offers the multi-tenant building a reasonable way to communicate <br />to the public those tenants that lease space; which is reasonably afforded to other <br />properties as well. <br />Page 1 of 3 <br /> <br />
