The Commission mav from time to time recommend minor <br />amendments to the Citv Com�rehensive Plan or anv section thereof without the �ublic <br />hearin� mentioned herein providin� that a majoritv of its members are of the opinion that <br />such hearin� is not necessarv or in the �ublic interest. <br />If an amendment to the Com�rehensive Plan Future Land Use Ma� is rec�uested bv a <br />propertv owner, the a�licant shall hold an open house meetin� with residents and property <br />owners in the vicinitv of the affected �ro�ert�prior to submittin_g an a�lication for the <br />amendment. Requirements for such an open house are as follows: <br />A. Purpose: To provide a convenient forum for en��ing communitv members in the <br />development process, to describe the proposal in detail, and to answer c�uestions and solicit <br />feedback. <br />B. Timin�: The open house shall be held not more than 30 davs prior to the submission of <br />an a�lication for Com�rehensive Plan Future Land Use Ma� Amendment a�roval and <br />shall be held on a weekdav evenin� be�innin� between 6:00 p.m. and 7:00 p.m. and endin� <br />bv 10:00 p.m. <br />C. Location: The open house shall be held at a location in ar near the nei�hborhood <br />affected bv the �ro�osed amendment, and (in the case of a site near Roseville's boundaries� <br />preferablv in Roseville. In the event that such a meetin�space is not available the applicant <br />shall arran�e for the meetin,� to be held at the Citv Hall Cam�us. <br />D. Invitations: The a�licant shall prepare a printed invitation identifyin� the date, time, <br />place, and �ur�ose of the o�en house and shall mail the invitation to the reci�ients in a list <br />prepared and provided in electronic format by Community Development Department staff. <br />The reci�ients will include �ro�ertv owners within 500 feet of the �roject �ro�erty, <br />members of the Planning Commission and Citv Council, and other communitv members <br />that have registered to receive the invitations. <br />E. Summary: A written summarv of the open house shall be submitted as a necessary <br />com�onent of an a�plication for Com�rehensive Plan Future Land Use Ma� Amendment <br />approvaL (Ord. 1362, 3-24-2008� <br />E. Upon receivin� a recommendation from the Plannin� Commission for the establishment or <br />amendment of a�lan, the Citv Council shall follow �rocedure as set forth in Cha�ter 108 of <br />this Code.
