f�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/14 <br />Item No.: 7.f <br />Department Approval City Manager Approval <br />��,. /�"�'�'��_ <br />� aG� � <br />Item Description: Approve Terms of 2014-2015 NOE Local 49 Maintenance <br />Workers Contract <br />BACKGROUND <br />The Ciry of Roseville has four collective bargaining units, the Police Sergeants, Teamsters; <br />Police, LELS; POC Firefighters, and the Maintenance Warkers, IUOE Local 49. The Police <br />Sergeants and the Officers are settled through 2015 and the new POC Firefighters unit is not. <br />This report pertains to the 49ers. There are 29 city employees in the 49ers' bargaining unit. <br />They perform a variety of maintenance duties in the Public Warks and the Parks and Recreation <br />Departments. The City and the union have been negotiating since October 2013 and the contract <br />expired on December 31, 2013. <br />The City benchmarks itself with comparable municipalities. According to comparable <br />municipalities, the wages for this unit were at the average after the market adjustment during <br />negotiations at the end of 2013. The Council did approve an increase of 2% for non-union <br />employees in 2014. <br />City staff and union members from Local 49 have met and found common ground for a <br />settlement on a two year contract. The settlement terms meet the parameters set by Council in <br />closed session. The membership has voted to accept the contract terms with implementation <br />upon Council approval and effective 1/1/14. The following are the agreement terms: <br />Description of Proposed Agreement: <br />1. CONTRACT DURATION: <br />➢ Term of 2 years from 1/1/14 - 12/31/15 <br />2. WAGES: <br />➢ 2% increase to wages effective 1/1/14 for all classifications. <br />➢ 2% increase to wages effective 1/1/15 for all classifications. In addition, if in <br />2015 the 10 City comparable group of Brooklyn Center, Cottage Grove, Fridley, <br />Inver Grove Heights, Maplewood, Oakdale, Richfield, Savage, Shakopee, and <br />White Bear Lake have a COLA wage increase that averages above 2.25% then the <br />Page 1 of 3 <br />
