L`�� <br />REQUEST FOR COUNCIL ACTION <br />Date: 02-10-2014 <br />Item No.: 7.g <br />Department Approval City Manager Approval <br />PT/DM �� ``� ��.'���-".��"�- <br />� �.>��� <br />Item Description: Community Development Department Request to terminate the City's <br />contract with Metropolitan Council's Section 8 Assistance Program whereby <br />the City provides housing inspection services. <br />BACKGROUND <br />Roseville's Community Development Department performs Section 8 housing inspection services, <br />under contract, for Metropolitan Council's Section 8 Assistance Program. The City has performed <br />these inspections since about 1988. <br />In 2010 the City signed a new 5-year contract with Metropolitan Council's Section 8 Assistance <br />Program to continue performing these inspections. The current contract expires in 2015. Either <br />party may terminate the contract by providing a 90 day written notice. <br />In 2010 when the City signed the new contract, it was aware that these inspections would be <br />performed at a financial loss. However, the City decided to continue performing Section 8 <br />inspections in-order to observe the physical condition of various apartment building interiors so <br />as to be aware if any buildings were showing signs of decline. <br />o With implementation of Roseville's rental licensing ordinance (Chapter 908) this will no <br />longer be necessary as the City will be able to observe and reverse any decline through <br />this new ordinance. <br />POLICY OBJECTIVE <br />Both Imagine Roseville 2025 and the City's 2030 Comprehensive Plan support property <br />maintenance as a means by which to achieve neighborhood stabiliry. The Housing section of <br />Imagine Roseville suggests that the City "implement programs to ensure safe and well- <br />maintained properties." In addition, the Land Use chapter (Chapter 3) and the Housing and <br />Neighborhoods chapter (Chapter 6) of the Comprehensive Plan support the City's efforts to <br />maintain livability of the City's residential neighborhoods with specific policies related to <br />property maintenance and code compliance. Roseville's rental licensing ordinance will promote <br />maintenance and reinvestment as one method to prevent neighborhood decline. <br />FrNalvciai, IMracTs <br />The City is paid by Metropolitan Council for performing each Section 8 inspection: <br />0 20 years ago the City received $24.00 per inspection.
