57 <br />58 <br />59 <br />o Presently, the City receives $26.00 per inspection (the HUD standard). Payments no <br />longer cover costs: <br />o When you factor in all costs including; inspections, vehicles, office space and <br />administration, the cost of each inspection is approximately $40.00. Therefore, each <br />inspection costs the City approximately $14.00. <br />The numbers of inspections performed under the Section 8 Program have increased significantly <br />over the last 12 years: <br />o In 2001 the City performed 142 Section 8 inspections. <br />o In 2007 the City performed 187 Section 8 inspections. <br />o In 2013 the City performed 333 Section 8 inspections. <br />More than half of all Section 8 inspections are performed in the summer season. The Land Use <br />Code Compliance Officer performs these inspections; however, summer is his busiest time. The <br />increased numbers of Section 8 inspections now required in the summertime is interfering with <br />the inspector's ability to perform his other duties (mainly responding to resident complaints of <br />public nuisances). <br />o Prior to the new rental licensing ordinance, City staff approached Metropolitan Council <br />staff requesting Section 8 inspections be re-scheduled to the slower winter months. <br />Metropolitan Council staff said this would not be possible. <br />STAFF RECOMMENDATION <br />Staff recommends that the Council direct Community Development staff to notify the <br />Metropolitan Council's Section 8 Assistance Program that it has decided to terminate the <br />Contract for Housing Services and no longer provide inspection services beginning June 1 St, <br />2014 (approximately 110 days). <br />REQUESTED COUNCIL ACTION <br />Direct Community Development staff to notify the Metropolitan Council's Section 8 Assistance <br />Program that it has decided to terminate the Contract for Housing Services and no longer <br />provide inspection services beginning June lst' 2014 (approximately 110 days). <br />Prepared by: Don Munson, Codes Coordinator <br />Page 2 of 2 <br />
