Adopt Ordinance Amendments and Additions to Commission Chapters of <br /> City Code <br /> At the request of Mayor Roe, City Manager Trudgeon briefly reviewed the Re- <br /> quest for Council Action (RCA) dated January 27, 2014; seeking additional dis- <br /> cussion and direction from the City Council for staff. Mr. Trudgeon noted that in <br /> order for staff to bring this item back for immediate consideration, staff had at- <br /> tempted to incorporate previous discussions and feedback in drafting and revising <br /> proposed ordinances as applicable. If the City Council chooses not to take action <br /> on this tonight, Mr. Trudgeon cautioned that it would have some impact on up- <br /> coming deadlines for advertising commission vacancies. If there was not action <br /> tonight, Mr. Trudgeon asked that the City Council consider setting up a process to <br /> address that delay. <br /> Councilmember Laliberte thanked staff for getting the process started so quickly, <br /> and sought feedback from other Councilmembers related to the purpose and func- <br /> tion of the newly-created Finance and Community Engagement Commissions; <br /> along with expansion of the Public Work, Environment, and Transportation <br /> Commission from five to seven members. Councilmember Laliberte, while want- <br /> ing to expedite the process, proposed that the documents be acted upon at the Feb- <br /> ruary 10, 2014 City Council meeting to ensure they reflected all City Council <br /> thoughts and comments, without the need to wordsmith them at the dais tonight. <br /> At the request of Mayor Roe, Mr. Trudgeon advised that if adoption was delayed <br /> until February 10, 2014, it would impact advertising for vacancies with various <br /> media outlets, in order that all vacancies and openings could be identified, with <br /> the intent to then immediately advertise effective February 11, 2014. <br /> Whether or not the ordinance were approved at tonight's meeting, Mayor Roe <br /> suggested that staff include these openings in the broader commission opening <br /> advertisement rather than delaying or separating them from other commission <br /> openings. <br /> Councilmember McGehee seconded the preferences expressed by Councilmem- <br /> ber Laliberte; and opined that she had no problem delaying the new Commission <br /> starts. Councilmember McGehee further opined that the City's new Communica- <br /> tions Manager should be responsible for wordsmithing them; however, she stated <br /> that it was important for the City Council to weigh in on duties and responsibili- <br /> ties of new commissions, and sought to ensure those combined thoughts were in- <br /> cluded. <br /> Finance Commission (Chapter 207—Attachment A) <br />
