Councilmember Laliberte spoke <br /> in support of tweaking that process at the staff level. <br /> Mr. Trudgeon duly noted that goal. <br /> Section 207.04. Scope, Duties and Functions <br /> Councilmember Laliberte noted that she added "scope" to the ordinance heading, <br /> with some current ordinances including that and some not. Councilmember <br /> Laliberte noted that she found it to help members understand their role and the <br /> City Council's directive. Councilmember Laliberte further noted that when she <br /> and Councilmember McGehee, serving on the Commission Subcommittee for the <br /> City Council, had surveyed commission members, they found some members not <br /> understanding their role. By including that language in these new ordinances, and <br /> amending language in other ordinances, Councilmember Laliberte opined that <br /> they would better reflect the summary of the scope. <br /> Councilmember McGehee concurred with Councilmember Laliberte's goal; and <br /> advised that this was her rationale for her proposed language to ensure that the <br /> functions and duties remained broad enough and not so limiting to have to be re- <br /> written with each new addition of commission members. <br /> Mayor Roe accepted that rationale. Mayor Roe and Councilmembers Laliberte, <br /> Etten, and Willmus concurred with the green language as proposed; with Coun- <br /> cilmember McGehee stating that she didn't care. <br /> Regarding the "Functions," Councilmember Laliberte noted that the language was <br /> similar,but the list was somewhat different. <br /> Councilmember McGehee opined that she felt that the budget process was im- <br /> portant, with language as: "including but not limited to." <br /> Councilmember Laliberte advised that she had moved that specific language to a <br /> different item. <br /> Consensus of the body_was confirmed to go with the green language. <br /> Councilmember McGehee questioned how many things needed to be listed; and <br /> expressed her preference to have just a few, with fewer words and fewer points. <br /> Councilmember Willmus opined that he had no problem with various points; and <br /> further opined that Councilmember Laliberte's language encapsulated his intent <br /> for this commission. <br /> Councilmember Laliberte advised that her intent wasn't to get the entire laundry <br /> list, but to categorize them into: policies, capital improvements, and budget items. <br />
